| Description: | The Geneva-based Internal Displacement Monitoring Centre (IDMC) of the Norwegian Refugee Council is looking for a new Finance and Administration Manager to manage, monitor and report on the Centre's financial and administrative activities. RESPONSIBILITIES
Reporting to the Head of IDMC, the Finance and Administration Manager will be responsible for: Financial Management: Manage and plan the activities of the Finance and Administration Unit. Ensure that adequate financial management routines and systems are in place, and that NRC's accounting practices and standards are adhered to, timely and in accordance with quality and policy requirements of donors, NRC, and auditors. Maintain overall budget control and monitor cash flows and expenditures. Provide up-to-date analysis and financial reports to the Head of IDMC, NRC Resident Representative and NRC headquarters (HQ) in Oslo. Reconcile accounts with NRC HQ in Oslo on agreed dates. Maintain a particular responsibility towards transparency and accountability within finance and administration. Serve as a back up to the finance officer with regard to bank account responsibility. Reporting to IDMC donors: Assume responsibility for all financial aspects of donor reporting, working closely with the External Relations Officer, Heads of Department and Project Managers. Assume responsibility for the preparation of financial overviews and budgets in IDMC annual appeals and activity reports. Personnel Management: Manage staff members reporting directly to the FAM, currently one finance officer and one administrative assistant. Maintain administrative responsibility of personnel issues on behalf of the Head, IDMC, i.e. contracts, job descriptions, salary scales, leave, benefit etc. Facilitate recruitment, induction courses and training of staff. Ensure implementation of NRC standard personnel policy guidelines, including adhering to national labour laws, taxation systems and rules. Administrative tasks and responsibilities: Ensure that all necessary agreements, permits and licenses necessary for IDMC's activities are in place, and keep updated on national rules and regulations. Ensure that archives are in use and maintained according to NRC regulations. Training: Conduct training in financial management and administrative procedures for Heads of Department, Project Managers and other relevant personnel. QUALIFICATIONS IDMC is looking for a manager with the following profile: Essential Skills Solid professional experience of financial reporting. Solid experience of work with windows based computer software, and modern accounting-systems. Ability to plan for different sets of scenarios in relation to budgets and plans. Proven skills and experience in report writing. Understanding of humanitarian donorship. Strong communication, interpersonal, analytical and negotiation skills. Fluency in English and French, both written and verbal. Knowledge of Swiss employment regulations. Professional Background Financial Management and Administration experience. Staff management experience. Formal Education Relevant university degree, preferably business administration/financial management OR other relevant educational background combined with relevant professional experience. Personal Qualities Ability to work with stress and under pressure, independently and with limited supervision. APPLICATION The deadline for applications is 21 May 2008.
