Reference No: NW/DRC/Livelihood/alert Contract Terms: Unaccompanied Language Requirements: Fluent English with very good French working knowledge Contract Length: 1 year Start Date: ASAP JOB PURPOSE Responsible for overall livelihoods programme design and implementation in the Shamwana area. DUTIES & RESPONSIBILITIES Oversee the implementation of the livelihoods recovery project. Participate in assessments and lead planning of new projects including conducting relevant research and writing project proposals. Promote an understanding of methodologies appropriate to programme practice in the field, with a view to increasing the management and analytic skills of individual programme staff across all sectors. Assist the Area Coordinator in the preparation of monthly situation reports, i.e. programme, security, personnel, Implement a monitoring and evaluation system in collaboration with the program staff to measure the results and impact of Concern interventions Oversee budgets and ensure that programmes are adequately resourced, both human and financial, and that resources are well utilized. Ensure that donor (OFDA currently) and other narrative reports are prepared in a timely manner Manage the livelihoods programme team in Shamwana and surrounding area. This may also involve base management responsibilities in Shamwana. Support Area Coordinator in the effective management of staff in Katanga in line with Concern policy and HR guidelines. Support Area Coordinator in the implementation of the Security Management Plan for Katanga. Support the Logistics and Administration functions in setting priorities for good programmes support. Liaise with UN and network with other agencies operating in the Shamwana/Dubie area Carry out any other relevant and reasonable tasks as requested by the Area Coordinator or CD PERSON SPECIFICATION Essential: Masters degree in development management, agricultural economics, social sciences or other relevant discipline At least two years overseas NGO experience including at least one year in a management role A conceptual understanding of the livelihoods security framework Experience in research Experience in managing a diverse team composed of Nat'l and Int'l staff in an a complex working environment Experience in personnel and financial management Specific area of expertise should be ability to plan, implement new programmes, write proposals and reports as well as coaching and mentoring. Ability to work in French and English Desirable: Experience of working in Africa (or elsewhere under similar post-conflict conditions) would be an advantage Ability to lead and work as part of a team Flexible, adaptable and patient Ability to train local staff and to motivate and develop skills of others Knowledge of Swahili Concern has a Staff Code of Conduct and Programme Participant Protection Policy which has been developed to ensure the maximum protection of programme participants from exploitation and to clarify the responsibilities of Concern staff, consultants, visitors to the programme and partner organizations, and the standards of behaviour expected of them.
