JOB TITLE: Programme Manager
BASE LOCATION: Blantyre, Malawi

DIVISION/ PURPOSE: International Programme Department is:
• to contribute to the process of global poverty alleviation and
• to strengthen IR global work through the provision of technical support in cooperation with regional desks and support units

DEPARTMENT / PURPOSE:

To ensure the provision of management and programme support aiming at developing the country's programme according to the Country Programme Strategy

JOB PURPOSE: Major Areas: To be responsible for all aspects of the programme in Malawi and to represent the organisation in-country. The purpose of this role is to manage programme development, implementation, monitoring and evaluation, reporting, the management and development of staff and resources, networking and co-ordination.

REPORTING TO: Head of Africa Desk
STAFF REPORTING: Team in Malawi
BUDGETARY RESPONSIBILITY: Budget for Islamic Relief Malawi (up to £500,000)

KEY OBJECTIVES

• To manage and co-ordinate the effective and efficient implementation of the programme in Malawi
• To be responsible for all aspects of the programme including design, development, monitoring, reporting, evaluation
• To represent the organisation and co-ordinate with all relevant stakeholders, especially donors, the Government and other NGOs

KEY ROLES/RESPONSIBILITIES

1. Designing and preparing proposals for programme interventions and seek and/or identify sources of funding for new programmes

2. Developing operational plans for existing programmes (water and sanitation, Islamic micro-credit and rehabilitation of victims)

3. Managing all aspects of the programme, including technical support and supervision, and the development of effective monitoring, evaluation and reporting systems.

4. Ensuring that the programme is implemented in a consultative, participative and gender sensitive way.

5. Identify staffing needs, undertake recruitment of staff and manage their performance and development

6. Preparing regular reports on programme activities for internal and external audiences

7. Representing and liaising with key stakeholders including community leaders, local authorities, government, UN agencies, donors and representatives of NGOs

8. Closely monitoring the security situation in the programme area and ensuring that security plans are in place and that procedures are observed.

9. Ensuring effective management, support and development of all staff (national and international) engaged by Islamic Relief in the programme work.

10. Assume budget holder responsibility for all active projects and ensure sound financial monitoring and accountability of the projects.

11. Ensuring that the Red Cross Code of Conduct is properly understood by all project staff and fully implemented in the programme area.

PERSON SPECIFICATION

ESSENTIAL

Experience
Substantial experience in managing community development programmes in developing countries and/or countries in transition

Understanding of principles and approaches for assessment and analysis of micro-credit interventions
Experience of developing new projects, writing proposals and responding to donor requirements

Representing the work of NGOs to internal and external audiences

Leading and managing a team

Implementing a participatory community development approach

Skills
Fluency in English - written and verbal

Effective IT Skills (Word & Excel).

Report writing and research skills.

Communication, tact and negotiation skills.

Problem solving and analytical skills

Ability to work on your own initiative as well as part of a team.

Ability to think strategically.
Flexible and patient approach

Sensitive to cultural differences and ability to work in a variety of cultural contexts.

Sympathetic towards the aims and objectives of Islamic Relief

Able to operate in situations which may be difficult.

Qualifications
A degree in relevant fields
Experience can substitute for a formal qualification, but not vice versa. DESIRABLE

Experience
Experience of successfully fundraising and managing grants from EC, ECHO or DFID

Substantial experience and knowledge of effective financial and budgetary control
