| Description: | OVERALL DESCRIPTION General Description of the Role The Programme Manager will manage and oversee the implementation of a water and sanitation project in Kitui (Mutomo) District. Under the direct supervision of the ACD - P and technical supervision of the Engineering Coordinator, the Programme Manager will be fully responsible to supervise the implementation of the projects and is fully in charge of the national staff and budget management for the Mutomo programme. Duties/Responsibilities Programme Development Design innovative future stages of the programme in close collaboration with the implementing partners and the GOAL country team, in compliance with the GOAL Kenya Country Strategic Plan; Responsible for overall management of the implementation of the projects in line with approved project proposals, budgets and within the agreed time frames; Develop effective relationships with implementing partners to ensure they are supported, empowered and work within the agreed MoU; Ensure that all cross cutting issues are integrated into the projects, especially with regards to health and hygiene promotion; Ensure compliance to all GOAL, Donor and National policies, procedures and guidelines that relate to the implementation of the programme; Preparation of feasibility studies, tenders, contract documents and administration of construction contracts with local contractors Ensure project deadlines and high quality standards are met Ensure resources are used appropriately and efficiently; Establish efficient program monitoring systems, and timely preparation and submission of program status reports as may be required for management and donors. Capacity Building Enhance skills for the GOAL staff and implementing partner staff through formal and informal trainings; Ensure that the programme is implemented in a way that empowers and capacity builds implementing partners and local communities to ensure sustainability of programme interventions; To develop GOAL Kenya's capacity and knowledge on water, sanitation & hygiene promotion issues in Mutomo District; Representation Develop and maintain effective working relationships with partners, local leaders and communities; Represent GOAL on all appropriate forums within the programme area, including all related stakeholder groups; To actively pursue strong collaboration with local government officials and other NGO's working in the region; Finance Responsible for planning of project budgets needs in line with the agreed project plans, in collaboration with the GOAL finance department; Ensure that the programme expenditures are in line with the agreed budgets and with donor requirements; To identify and organize a response of the capacity building needs of the national staff. Personnel Management Manage staff effectively, including appropriate and systematic empowerment and delegation; Identify and organize appropriate response to meet capacity building needs of staff; Ensure all staff policies are implemented and followed correctly;Implement and ensure effective monitoring of performance management system; Contribute to review of staff policies; Contribute to institutional capacity building; Reporting and Communication Liaise closely with senior management team to ensure open communication and that feedback is received and all duties are carried out in a timely and efficient manner. Ensure the ACD- P is appraised of all activities designated to your responsibility and any difficulties that may arise, through regular meetings, both formal and informal with management staff. To ensure that all project reporting (internal and external) is completed in a timely and accurate manner; Job Requirements Minimum of 3 years experience of managing programmes; Ideally a graduate degree in engineering (preferably in water engineering); Most have experience in working on a wide variety of projects; Familiarity with the aid system, and ability to understand donor and governmental requirements; Strong organizational and supervisory skills; Proven ability to work creatively and independently; Highly motivated and with a desire to work with local communities; Excellent spoken and written English; Willingness to be based full time in Mutomo This Job Description only serves as a guide for the position available.
