Reports to: Finance Director Line Management: Finance Administrator Salary: £35,894 - £42,684 Organizational Description Organizational Description The International Rescue Committee (IRC) is one of the world's leading humanitarian and post-conflict development agencies, serving refugees, displaced people and communities affected by conflict in some 25 countries around the world. Founded in the 1930s to assist those fleeing persecution in Europe, the IRC has since been involved in most of the major refugee crises of the twentieth century, including the more recent conflicts in Bosnia, Rwanda, Afghanistan and Sudan. For more information on our activities, visit www.theIRC.org. Established in London in 1997, IRC-UK is a fast-growing charity committed to supporting and representing the IRC's work in Europe. Our income in 2006/07 was £20 million. The organisation is has 2 delivery sections, the International Programmes Team (which manages institutional donor funds for field operations, as well as strategic programmatic development, monitoring and evaluation, and advocacy) and the Technical Units (there are currently 3 - Economic Recovery and Development, Governance and Rights, and Children and Youth Protection Department, which develop field intervention policy and provide direct specialist field support to IRC programmes worldwide). There are 2 ancillary departments currently: Development and Finance & Administration, as well as Communication and Advocacy staff. Background The role of the Finance and Administration Department is to provide the necessary environment, systems and support for the smooth working of the organization. The specific objectives of the department are defined as provision of - Financial, administration, management and planning support to enable the organization to work effectively and efficiently - Relevant and enabling human resource management policies and systems - High standard IT systems - Enabling working environment through the office facilities and administration support The Finance team has recently designed a new financial system in SUN/VISION, which operates in a multi-currency environment, thus allowing tracking of field funds in donor currencies as well as Sterling. During the coming year this is to be linked to 2 other management systems internally, the International Programme Database, and the Supporter database, and the Senior Management team will be enabled to extract live Financial Management information. The Finance and Administration Department is managed by the Finance Director, and comprises 6 posts: Finance Director, Finance and Systems Manager, Finance Administrator, Compliance Manager, Compliance Officer, and Office Administrator. It is required that members of the Department cover for each other's duties when away or during peak periods of work. Scope of Work The role of this position within the department is to develop, maintain and administer the financial systems and processes of the organization, while managing IT strategy and support for IRC-UK, and line-managing the Finance Administrator The position will deputise for the Finance Director in managing the Department as necessary. External Relationships Commercial banks, maintaining bank mandates Payroll consultant, or the Revenue for IRC's direct management of this function, as necessary. Pension plan providers (negotiate arrangements for and administer the company's pension payments) IRC-UK auditor for statutory audit purposes (in liaison with the Finance Director) External IT Support Financial Systems Support (SUN and Vision) IRC inc. finance department (reports delivery provision of necessary explanations) IRC-IT (implementation of strategy, issue referral and problem solving) IRC-UK's International Programmes Team and Compliance Staff (grant income and expenditure) Technical Unit managers and staff (recording and reporting TU expenditure) IRC-UK (train and clarify financial administration procedures) Essential Job Functions Develop and Maintain Financial Procedures and Systems (20%) Manage the development, documentation and dissemination of the company's written Financial procedures, and monitor internal compliance Manage the development, documentation and maintenance of the company's financial software and reporting systems, ensuring internal consistency with other organisation management tools (especially the International Programme Database and Relationship Database) Liaise with IRC-UK's external software support company to ensure the best available service. Ensure security of the finance software system and records through backups, licensing, and secure record maintenance Manage Financial Administration (30%) Manage the Financial Administration process of the organisation to ensure up to date and accurate financial accounts are available to the organisation. ensuring accessibility for reference and for annual audit, supporting the audit process as necessary Manage the Finance Administrator to deliver on the tasks assigned as detailed in the Job Description. (In the absence of the Finance Administrator it will be necessary to carry out these functions directly or otherwise arrange for them to be carried out within the department.) Manage the liquid financial resources of the organisation to maximize interest income whilst maintaining liquidity Maintain the Fixed Asset register and physical security over fixed assets Budget, Management and Annual Accounts (30%) Draft and periodically update the annual internal IRC-UK Budget Produce, review and distribute monthly management reports Manage the preparation of the Annual Financial Statements Prepare and file annual returns to Charity Commission and Companies House Support the London-based Technical Units in Budget preparation, and production of monthly accounts Preparation of other financial statements as required to support the management of the organisation In Liaison with the Finance Director, provide advice to Managers on resource allocation decisions IT Management (20%) Develop IRC-UK's IT strategy in liaison with IRC IT, ensuring clarity of responsibilities and agreeing strategic and immediate priorities and follow up Maintain and monitor the IRC-UK's internal IT Services Policy specifying standards of individual and general support, and staff IT code of conduct Monitor IT equipment and software provision for the organisation, and log any IT issues for resolution Provide limited IT in-house support (most issues are referred directly to IRC IT or local support provider) Advising on the development of IRC-UK's other data management systems Requirements Essential: Bachelors university degree Full qualification in Accountancy with a recognized Accountancy body or demonstrable equivalent qualification by experience Experience of managing and developing the Financial Reporting and Financial Management functions within organisations Experience of Team Management Hands on Experience of Accountancy and Financial Reporting systems; development and management Experience of developing or managing information systems within small organisations Excellent Spreadsheet (Excel) skills Good analytical skills, and first-class attention to detail Strong communication and training skills Strong writing skills - Ability to present information in a concise manner Strong organisational skills and excellent time-management skills Desirable: Understanding of the humanitarian and development environment abroad To apply, please send CV (3 page max.) and cover letter (3 page max.) to Chris Wilde at applications@ircuk.org Please state clearly in the cover letter: Job reference: FA0802 Your reason for applying The skills and experience you possess relevant to this post, and how you meet the person specification Where you saw this position advertised Deadline for applications: Friday 16 May 2008, midnight.
