Description:
To lead, develop and coordinate Concern's international advocacy work to address the root causes of extreme poverty, to contribute to the realisation of the rights of extremely poor people and to enshrine humanitarian principles in global policy. This will be in line with Concern's Advocacy Policy, the strategic direction of the organisation as defined in its organisational Strategic Plan and the vision, mission, values and targeting of Concern Worldwide.

• To develop and manage Concern's Advocacy Unit (including the recruitment, development and management of staff; the review and development of research capacity within Concern; management of the advocacy budget; and provision of support for field-based advocacy).

• To further develop detailed advocacy positions and strategies on Concern's global advocacy themes, in particular those of Emergencies and Hunger.

• To contribute to the identification and review of advocacy themes on an ongoing basis in order to ensure that Concern's international advocacy is responsive to the realities faced by extremely poor people in their daily lives and is focused on addressing the root causes of extreme poverty.

• To lead and contribute to the development of management processes and working relationships to support Concern's advocacy programme.

• To ensure that any advocacy position taken by Concern is underpinned by high quality research and draws on Concern's experience in its development and emergency programmes.

• To ensure that advocacy is an integral and coherent part of Concern's overall programme and develops the necessary links with key internal strategies such as overseas programme strategies (esp. rights-based approaches; humanitarian principles and strategies; and equality), knowledge management, fundraising and public engagement strategies.

• To contribute to and coordinate other advocacy activities being implemented by Concern UK, Concern US, Alliance 2015, Eurostep, Voice, ICVA, the European Food Security Group and other key networks.

• Masters Degree is a Development related field.
• A commitment to the vision, mission and values of Concern Worldwide
• Demonstrable leadership and inspiring management of advocacy activities
• Evidence of a deep understanding of effective, impartial and evidence-based approaches to advocacy.
• Clear understanding of the political systems and the politics of advocacy in Ireland, UK, EU and UN.
• Strong understanding of global poverty and development issues.
• Ability to manage high-level relationships at national and international level.
• Excellent people management and interpersonal skills, with an ability to effectively manage cross-departmental, functional and international teams.
• Proven communication skills, both written and verbal.
• Proven high quality research and analytical skills

Desirable:
• Experience of working on global poverty or development issues.
• Work or research experience acquired within a developing country.
