Job Summary: CRS seeks a qualified Chief of Party to manage a large scale Emergency Water and Sanitation and Other Infrastructure (EWAS) program solicited by USAID/West Bank and Gaza. The objective of the EWAS program is to provide rapid response and emergency relief primarily in the water and sanitation sectors, and in other sectors as needed, to address the basic infrastructure needs of the Palestinian people. The program will rehabilitate, expand and upgrade water and sewage systems and will deliver potable water to needy communities. This includes installation of new pipes to carry potable water or sewage, and repair of water and sewer line breaks and small pumping systems. The EWAS program will address the following problems in the West Bank and Gaza: (1) critical shortage of material required to repair, upgrade, and expand water and sanitation distribution systems; (2) high drinking water losses; (3) inadequate sanitation systems and inadequate sewage distribution systems; and (4) inadequate infrastructure and service delivery that inhibit economic growth in other development sectors. Program Quality: 1. With key program staff and stakeholders, ensure water conservation and community sanitation objectives and results are fully accomplished and meet USAID and international technical quality standards. 2. Oversee periodic technical reviews and manage changes in program direction. 3. Provide guidance and technical oversight to partners and other collaborating agencies to ensure that lessons of sound practice are documented and disseminated. 4. Oversee program's monitoring and evaluation system, using data analysis as the basis for measuring performance. 5. Ensure the delivery of quality training, technical assistance and administrative and financial support to partner agencies, including the selection and coordination of consultants. II. Management and Administration: 1. Manage performance of construction teams and other water and sanitation technical experts along with community-based organizations of diverse experience. 2. Ensure rapid start up of activities, development of and adherence to work plans. 3. Ensure accurate and timely reporting of program finances and progress status to USAID, review actual financial performance against the budget, and explain variances on a regular basis. 4. Ensure staff compliance with all USAID and CRS administrative and operational procedures and policies. 5. Manage program budgets, including tracking of financial and material resources, approve program expenditures, and cost modification requests to USAID. III. Representation: 1. In collaboration with CRS Country Representative, act as primary program contact to USAID and other local and international stakeholders, responsible for addressing all programmatic technical matters. 2. Maintain and strengthen linkages with existing and potential partner institutions, including other USAID awardees. 3. Oversee program communication strategies, including compliance with USAID's branding and marketing requirements as well as CRS marketing and communication procedures. IV. Human Resource Management: 1. Lead, manage and supervise a team of CRS and consortium staff to meet program objectives. 2. Conduct periodic reviews of staff performance in keeping with CRS' performance management system and mentor staff to ensure high levels of motivation, commitment, capacity, and teamwork. 3. Manage recruitment portfolio for the program, in collaboration with Human Resources and CRS country program management, to ensure optimum service delivery through recruitment of competent and qualified staff. Qualifications 1. Masters Degree in Water Engineering. PhD highly preferred. 2. Minimum 8 years managing significant water and sanitation programs required, preferably USG-funded. 3. Knowledge of key USG regulations including, but not limited to USAID 22 CFR Part 226, 22 CFR Part 145, OMB Circulars A-122, Cost principles for non-profit organizations and A-133 Audit of states, local governments, and non-profits preferred. 4. Proven leadership and inter-personal skills and ability to build and motivate diverse and talented teams. 5. Proven experience in building and maintaining institutional linkages required. 6. Proven ability to think strategically. 7. Experience in the region required. Cultural sensitivity, patience and flexibility. 8. Demonstrated personal accountability. 9. Excellent English language oral and written communication skills required. Arabic strongly preferred. 10. Proficiency in Microsoft Office suite, including Word, Excel and Outlook required.
