GOAL has been operational in North Sudan since 1985 and currently has well established programmes across four locations in the region. The current programme focuses on four main sectors; informal education through REFLECT a women's literacy and empowerment intervention, water sanitation and hygiene (WASH), sustainable livelihoods and health. The health team provides primary health care, health promotion and HIV awareness and nutrition. All interventions are carried out with local partners as appropriate and in the health sector GOAL has well established relations with the MOH. GOAL North Sudan has recently undertaken a programme review and re-evaluation of the strategic plan. This process is highlighting the need for long term development approaches such as, reaching the poorest of the poor; moving towards evidence based programmes; building our community ownership processes and encouraging more capacity building both within GOAL staff and within the communities in which we work. The Health Coordinator as a member of the senior management team will have a central role in driving and influencing how realising these themes will be achieved. GOAL North Sudan offers an integrated programme approach across our operational areas. Though the linkages across and between programmes is manifold, two major areas of synergy have evolved; namely nutrition with livelihoods, and health service with WASH. In addition GOAL has recruited staff in each location in order to ensure that all communities are fully engaged with addressing their own development needs. A key strategy for 2008-2009 is to have fully integrated programmes across all sites. The above mandate will not preclude GOAL from responding to emergencies within our areas of operation, or from responding to urgent humanitarian need outside of these areas in the absence of other humanitarian actors. Current field locations are in Kassala State in the East, Abyei in South Kordofan and Kutum in North Darfur with a limited presence in Dar es Salam camp on the outskirts of Khartoum. GOAL is also operational in South Sudan and as part of the Comprehensive Peace Agreement (CPA) signed in January 2005, cooperation and collaboration across both country programmes will be required. Health Activities Within the GOAL health programmes there are three primary strands of work. Support to the provision of primary health care, nutritional support, and health promotion which incorporates raising awareness within communities on HIV and environmental hygiene/sanitation. Currently the linkages HIV and gender are mainstreamed across the country programme and are of particular relevance to the GOAL health programme. General description of the role The Integrated Health Manager will be responsible for coordinating and developing all GOAL North Sudan health programmes, and in particular working towards the creation of stronger linkages both within the health sector and between the other GOAL sectors, e.g. WASH, REFLECT and Livelihoods. The Health Coordinator will be central to building capacity of GOAL national and Ministry of Health staff; thus promoting long term programme ownership and sustainability. It is envisaged that the Health Coordinator will prioritise capacity building of health staff as well as the ongoing development of the health programme across all locations. Key duties Overall responsibility for ensuring that GOAL Sudan's integrated health programme meets targets as per donor proposals and Country Strategic Plan. Close liaison with ACD Programmes and other relevant Programme managers to ensure that GOALs integrated approach to programmes is an ongoing focus at each field location Explore with fellow Programme Co-ordinators how different approaches to community processes can contribute to reinforcing health approaches To develop and maintain an evidence-based health programme strategy in conjunction with other members of the health team and other Programme Co-ordinators Coordinate and contribute to ongoing reporting requirements e.g. monthly activities reports, quarterly donor reports, and the provision of other information as required Work alongside country ACD Programems to cultivate GOAL's relationship with key country donors, local Ministries and other key stakeholders Participate fully in planning processes for the development of GOAL proposal submissions in particular working alongside the Area Teams during this process Create an environment of team work through the organisation and delivery of workshops and other health staff meetings in Khartoum/ and programme locations Visit field sites regularly to assess programme progress and to support field staff when implementing programme strategies To build the management capacity of all GOAL heath staff through the implementation of appraisal system at all levels of the health team To be fully conversant with GOAL policies and guidelines, including HR, finance, administration and security protocols Requirements Relevant health qualification with at least 5 years post graduation experience in country of origin At least 3 years of practical experience working in health programmes for an international NGO or equivalent experience for another organization internationally with management responsibilities. Demonstrated analytical and conceptual skills to plan projects, timetable agreed activities and oversee staff activities. Excellent communication and training skills with track record of building/developing cohesive teams Good team player, flexible and capable of working with a multi-national country team Ability and willingness to travel to locations outside Khartoum and live in sometime basic conditions Good computer skills, including Word, Excel, Desirable Masters degree in Public or Community Health Postgraduate study or relevant work experience in Reproductive Health, Sexually Transmitted Infections/ HIV/ tropical diseases / development studies programming This job description only serves as a guide for the position available.
