| Description: | Under the supervision of the Human Resources Officer, the Human Resources Manager is responsible for recruitment & retention efforts for the Sudan, South Sudan, Kenya, and Ethiopia programs as well as other country programs as needed. The HR Manager will also manage a range of administrative, logistical, and employee relations services with support and guidance from the HR Officer. The HR Manager will work closely with the International Programs Department staff, the HR benefits staff, the Finance Payroll staff and will liaise with IRC colleagues and third parties as needed.
RESPONSIBILTIES
Plan and implement recruitment efforts as directed by HR Officer, this includes: responding to inquiries from applicants, reviewing resumes, screening applicants, conducting interviews via telephone & face to face, checking references, making job offers; and ensuring new employee's paper work is processed accurately.
Ensure that job descriptions and recruitment requests, submitted by the field staff, are accurate, up to date and submitted in a timely fashion. Explore and follow up on productive advertising sources, this includes attending job fairs and conferences. Keep up to date records on all updates and changes to IRC policies & procedures and ensure proper implementation for staff. With the Human Resources Administrator for the Horn and East Africa, manage the administration process of new hires and employee status changes. This includes database and employee file management, ensuring up to date new hire packets, and handling payroll and benefits administration. Ensure accurate and up-to-date maintenance of applicant & employee files and HR databases. Liaise with colleagues in HQ departments and Country Offices to ensure smooth problem solving of various issues. Manage the coordination of the new hire process, including orientation. Perform other duties as directed by HR Officer. REQUIREMENTS Bachelor's degree. Master's Degree is a plus but not required; 2-3 years related work experience in an international nonprofit environment OR 2-3 progressive general work experience + a proven interest in HR activities and international affairs; International work experience and/or previous multicultural work experience is highly desirable; Very strong organizational skills: the ability to work independently and accurately in a fast paced, detail oriented environment and the ability to effectively see projects through from start to finish; Proven writing and editing skills; Excellent interpersonal and communication skills, the ability to successfully and effectively interact and liaise with a variety of people in a multicultural environment. Previous experience in training delivery is a plus; Proven problem solving and customer service skills: the ability to successfully provide support to staff and guide (hiring) managers; Ability to use sound judgment in maintaining confidentiality of employee information; Flexible work attitude: the ability to work productively in a team environment & independently, the ability to take initiative and work proactively and the ability to problems solve with minimal guidance; Solid Computer skills: ability to work effectively and accurately with MS Word, Excel, email and Internet applications. |
