| Description: | The International Rescue Committee currently seeks a short term proposal writer for its Sudan program. The position will be based in Khartoum & in home country. The assignment will start ASAP and continue for 3 weeks in total.
BACKGROUND
The International Rescue Committee (IRC) Sudan program is responding to a request by OFDA to submit a 1 year proposal for continuation of funding to support IRCs Darfur based humanitarian project. This will be the fourth year of funding from OFDA to share the cost of running IDP camps in 5 Field Sites (other funding has/is being sourced). The proposal writer will need to be familiar with OFDA guidelines. The purpose of the proposal will be to serve IDP's across Darfur with humanitarian assistance and move the programmes towards a greater degree of community managed initiatives and partnerships. In parallel to this, a rewrite of the recently submitted DFID proposal and budget will need to be realigned for submission to SV, a Dutch partner.
The proposals are expected to draw on IRC Sudan's knowledge and experience in implementing various technical programs within IDPs in 5 sites and under the context of Darfur. For SV, this also includes expansion into the rural areas. Issues to consider when writing the proposal are complex emergency operations; Sphere standards, peace building initiatives where possible and capacity building methodologies, particularly in development of community committees, partnerships with both civil society & local authorities. The IRC sectors which will be included in this currently works in Primary and Reproductive Health; Women's Health (gender based violence); Protection Rule of Law; Environmental Health (water and sanitation) and Child and Youth programming.
RESPONSIBILITIES
The Proposal Writer, under the supervision of the Country Representative & Director of Programs, & working closely with the Finance Controller and Programme Coordinator, will assume primary responsibility for writing the OFDA proposal and pulling together the budgets. Specifically, the Proposal Writer will be responsible for ensuring and producing the following:
Organization of all background, technical, programmatic and financial input and information in a highly organized and systematic manner;
Organization of input received from the Field offices, Grants Unit, Technical units and other agencies provided by point persons; Ensure that lessons learned and current analysis in the field is incorporated into the proposals. While some activities may be maintenance focused, the Proposal Writer will need to justify and highlight lessons learned from 2007 programming and reflect current context of socio-political, economic and environmental concerns, always framed in the reality of safety for IRC staff and beneficiaries alike; Writing of a high quality, fully responsive proposal in accordance with donor guidelines by the set deadline; Writing of a high quality, fully responsive budget proposal in accordance with donor guidelines by set deadline. Each budget will have a well developed analysis of personnel and support needs; Preparation of all required annexes. REQUIREMENTS Advanced degree preferred in area of development/international relations; Experience in writing proposals specifically to OFDA as well as other major donors. Ability to process, organize and prioritize relatively large amounts of complex information in a short amount of time; Ability to meet a tight deadline under pressure; Excellent written English skills; Ability to illicit information quickly from a variety of sources. Preferred Qualifications: Knowledge of and/or experience of humanitarian and rehabilitation/reconstruction programming, along with community driven approaches and community mobilization, preferably in Sudan.
