JOB DESCRIPTION: Controller COUNTRY PROGRAM: Darfur RESPONSIBLE TO: Country Director SUPERVISORY RESPONSIBILITY: National Finance and Administrative Staff PRIMARY OBJECTIVE OF POSITION Responsible for oversight of all financial activities and reports, and supervision of administrative functions, for the Darfur program. MAJOR AREAS OF ACCOUNTABILITY Finance Supervise Finance staff. This includes ensuring they are properly trained and know what performance expectations are. Manage day to day accounting functions including regular cash verification, Bank and Balance sheet accounts reconciliations, Deferred Revenue sheets, Monthly closing, timely submission of financial report to Head quarter, Donors etc. Maintain up-to-date, accurate accounting system, including: computer data entry and paper file system. Prepare timely budgets, cash requests and accounting reports. Monitor grant spending and projections. Assist in preparation of budgets for all proposals. Provide regular and timely budget reports and analysis to the CD and field program managers Complete monthly balance sheet reviews and periodic intercompany reports. Liaise with donors on finance and budget issues as required. Administration Implement personnel policies Maintain expatriate staff monthly payroll, leave, and attendance records Supervise the HR department: o Ensure ARC's compliance with all relevant labor regulations o Maintain local staff personnel files o Ensure local staff are paid in accordance with ARC policy and local labor laws Carry out staff appraisals for finance and administrative staff Organize and lead orientation and training sessions for staff as required Other appropriate duties as assigned by the Country Director or Director of Finance. QUALIFICATIONS 3-5 years overseas experience in finance/management for an NGO. Minimum 2 years of supervisory experience. Experience in multi-cultural and multi-level programs. Bachelors degree required in Finance, Accounting, or related field; advanced degree preferred. Experience with international donors and grant requirements. Ability to work with a team in an intense environment. Strong computer skills in Microsoft software products: Excel, Word, outlook etc and accounting software. ACCPAC experience strongly preferred. Excellent written and oral communications skills as well as leadership skills. Ability to prioritize multiple tasks and meet deadlines. Flexibility, sense of humor and good interpersonal skills. Fluency in English required. |
