| Description: | The IRC GBV program in the CAR is young and growing. It is an exciting time for the GBV program with the consolidation of activities in the Kaga Bandoro field site and the opening of a new field site in Bocaranga, as well as enhanced coordination needed at the Bangui level. The GBV Manager for Ouham Pende will be responsible for strategy development, program design, implementation, standardization, and evaluation of all GBV-related activities in Bocaranga. Primary duties will include starting up and implementing GBV activities in Ouham Pende prefecture, including in Bocaranga, Ndim and Koui. The primary focus is on program quality, with program progress being monitored and evaluated against quantifiable benchmarks.
ESSENTIAL JOB FUNCTIONS:
In collaboration with the field staff, other program sectors and the National Director, the GBV Manager for Ouham Pende will oversee the development of GBV projects in the area and ensure that they are designed and implemented in accordance with the country strategic plan, IRC's program framework, the IRC GBV Global Strategy and accepted national and international standards. S/he will liaise with relevant local authorities and represent IRC's GBV activities at the local level. S/he will identify gaps in services and take necessary steps to address those gaps. S/he will provide oversight and support to the Ouham Pende-based GBV staff, with an emphasis on capacity-building. This position is based in Bocaranga. The GBV Program Manager works in close collaboration with the GBV Technical Unit in New York, and is supervised by Country Director and probably a GBV Coordinator later on. Specific tasks include: Technical Work with the Field Coordinator, the RH manager, Country Director and other sector heads in Bocaranga to strengthen GBV sector in IRC-CAR and to define the strategic direction of the sector. Ensure the Bocaranga field site is up and running with essential health and psychosocial services for survivors of sexual violence available as well as a trained community team. Coordinate and work with the RH manager to ensure correct and timely implementation of the WHO clinical management of rape protocol making sure GBV guiding principles of respect, confidentiality and security are included in the response Ensure integration with relevant program sectors and ensure all program sectors in Bocaranga know how to contribute to reducing the vulnerability of women and girls to GBV. Plan and coordinate all interventions related to GBV in the Bocaranga program in conjunction with relevant field-based staff. Help field teams to develop long-term behavior change strategies for prevention of GBV, in addition to maintaining appropriate response systems. In conjunction with field staff and the IRC Deputy Director for Programs, draft GBV concept notes and proposals. Ensure that appropriate systems and tools are in place to collect and monitor relevant data and ensure that information is used to modify programmatic responses. Draft job descriptions and recruit staff Focus on capacity-building in accordance with the IRC CAR nationalization plan. Identify staff training needs and coordinate trainings Conduct assessments as necessary to inform or determine new interventions in the area. Plan program evaluations as necessary Liaison Participate in inter-agency, multi-sectoral GBV working groups at national and international levels Promote inter-agency, multi-sectoral collaboration in GBV prevention and response in Ouham Pende. Represent the GBV program and maintain effective and cordial relationships with prefectural and local officials, non-state actors, UN agencies and other NGOs in the area. Attend relevant meetings to represent IRC's GBV activities in CAR Coordinate effectively with the GBV Program Manager in Kaga Bandora, Technical Coordinators and Field Coordinators in -country Supervise external visits to the program as necessary and appropriate, e.g. donor visits, IASC roll-outs, etc. Communication and Reporting In conjunction with field staff, prepare and submit reports for donors and other stakeholders. Ensure that reports are submitted in a timely fashion to the GBV Coordinator. Ensure the data collection systems are in place and that program data is analyzed on a regular basis to inform programmatic decision-making Compile program summaries, updates, and statistics as needed to represent the Bocaranga GBV program internally and externally. Budgetary Participate in the development of budgets for program proposals in conjunction with finance department, field staff and appropriate Bangui-based staff. Oversee GBV program expenditures for Ouham Pende, ensuring that funds are spent according to budgets and spending plans, and in accordance with donor guidelines. Miscellaneous Assist with any other duties as requested by the Deputy Director of Programs and Field Coordinator REQUIREMENTS: Post-graduate degree in social work, social sciences, public health, community health, or related field At least two years experience working in the field of gender-based violence, protection, gender or human rights in conflict-affected areas. Experience with project and budget management, and supervision of staff Knowledge of reproductive health issues Demonstrated experience in capacity building and mentoring Demonstrated experience in project design and use of project design tools (logframes, causal pathway, etc.); Knowledge, skills and experience in participatory methods of community development and mobilization Strong communication and interpersonal skills. Excellent writing skills Computer skills: Word, Excel, Power point Willingness to travel to insecure areas within the constraints of IRC's security policies. |
