Armenia- Azerbaijan

Acción contra el hambre is developing two main projects in Armenia and Azerbaijan:
(1) Armenia - The Sisian Rural Self- Reliance Development Program
(2) South West Azerbaijan - The Socio-economic development program to expand agricultural market development for the benefit of vulnerable families in rural areas of Agjabedi, Beylegan and Fizuli districts

In one side ACH tray to contribute to poverty reduction of rural households in poor households in Sisian region, in Aremnia. On the other side, in Azerbaijan ACH want to improve the sustainable economic security of poor rural households, benefiting equally to men and women

ACH develop this two ideas in two main objectives
1. In Armenia: Improved economic security of men and women in poor rural household achieved through their involvement in the market system and in collaboration with local market players
2. In Azerbaijan: Strengthen the access and effective participation of poor farmers, men and women, in the market system of the livestock value chain in Agjabedi, Beylegan and Fizuli regions

The Technical Advisor will collaborate with and report to the ACF Head of Project/Country Representative in Armenia and Azerbaijan, and ACF Head of Mission in Georgia.
He/She will coordinate the job and performance with the Technical Coordinator-South Caucasus based in Tbilisi.

In the bases, the Technical Adviser will work with ACF irrigation supervisor (Agjabedi) and local self-governance consultant (Sisian) under Head of Projects supervision.

During field activities, the Technical Advisor will be based in Armenia and Azerbaijan. He/she will adhere to the management procedures defined for the relevant base and under the responsibility of head of base.
The irrigation components will be implemented by local partners under close supervision of an ACF supervisor (AZ) or local institution specialist (ARM).

Objective

• To provide guidance to ACF and local partner for the component planning (including TORs, activity planning, methodology).
• To review the project implementation through regular field visit and meetings with ACF staff and partner.
• To evaluate the methodology, impact... and make recommendations.
• To review and provide recommendations to ACF supervisor/local partners for documents, materials (e.g. training, TOR, surveys, strategy plan), and methodology used for project component. This should be done through a learning process.
• To train to and organize workshops with ACF supervisor and the local partner on specific technical aspects (e.g. Water management body, legislation, governance, water resources, economic return studies, mapping-GIS...)
• To provide capitalization report related to water management and governance, including documents, methodology, lessons learnt, case study...
• To promote the sharing of experience and documentation between the different bases
• To provide a stakeholders analysis and will initiate contact with relevant stakeholders at national/mission level (Ministries, Water bodies, donors...) in order to share experience and promote ACF approach
• To define if relevant an advocacy strategy related to irrigation components and will extract the relevant data

Profile

• Experienced in Water management project, especially in irrigation sphere
• Acquainted with institutional development and local governance issues
• Good knowledge of Project Cycle Management
• At least 5 years of experience of work in developing countries
• University/technical degree in water and/or agronomy sectors
• Good analytical skills and ability to deal with partners
• Good training and facilitation skills
• To be well organized and rigorous
• An experience in ex-USSR or Eastern Europe would be an asset.
• English: COMPULSORY
• Russian: an asset
