| Description: | General Description of GOAL Programme
GOAL became operational in Malawi in April 2002 and ran food distribution programmes as part of a consortium of agencies. In 2005 Malawi experienced the lowest crop production of the past 7 years causing the President to declare a state of national disaster - GOAL responded by distributing food all nine Traditional Authorities (TA's) of Nsanje District. GOAL continues to provide supplementary feeding to the chronically ill and is well-positioned to provide a humanitarian response to any emergencies. GOAL is also providing technical assistance to the Ministry of Health and their supplementary feeding programmes in Nsanje and Blantyre districts with Community Therapeutic Care (CTC) likely to be implemented later in Blantyre. In Malawi the estimated HIV/AIDS prevalence in adults (15-49 years) is 14.4% (NAC 2003). GOAL implements an HIV/AIDS mitigation programme funded by the National AIDS Commission and the Irish Government. In collaboration with the Ministry of Health, the programme targets youth and mobile populations in Nsanje, Balaka and Blantyre Disstricts and is strengthening local structures and Community Based Organisations (CBO's) to response to the pandemic. GOAL is also implementing a livelihoods programme which aimed to reduce vulnerability due to food insecurity, environmental conditions and HIV-AIDS. The programme target communities in Balaka, Blantyre and Nsanje, with a focus on agriculture, irrigation, environmental conservation and income generation activities. Also in Nsanje, GOAL is implementing the Nsanje Education, Water and Sanitation (NEWS) programme which is focused on school rehabilitation and construction, improving access to water and sanitation facilities and improving healthy behaviour through hygiene promotion and training. As part of GOAL's country strategy (2007-2011), GOAL Malawi aims to work towards mainstreaming gender across the programmes and within the organisation. In August 2007, GOAL Malawi contracted a Gender Advisor to conduct an initial gender assessment and to develop a gender-mainstreaming strategy. In line with recommendations made by the Advisor, it was agreed that there is a need to have a permanent staff member within GOAL Malawi to facilitate the gender mainstreaming process. The Gender Coordinator will be playing a leading role in the role out of the GOAL Malawi gender mainstreaming process. Purpose of the Gender Focal Person: The purpose of this role is to serve as a coordinator for the gender mainstreaming process within GOAL Malawi, including continuous monitoring and follow-up with departments in Balaka, Blantyre, and Nsanje. General Description of the Role: In consultation with the CD, ACD and Dublin, review and finalise the GOAL Malawi Gender Mainstreaming Strategy; Conduct a gender assessment of GOAL Malawi's programmes, that is in line with the GOAL Gender Policy and the GOAL Gender Toolkit; Facilitate the identification and training of a national Gender counterpart; Lead the Gender Working Group within GOAL, including organising meetings, facilitating discussions and ensuring implementation of the Gender Strategy; Provide technical support and training to Gender Working Group members and programme departments; Coordinate and collaborate with other NGOs, UN agencies and the Government of Malawi on gender issues, including the implementation of CEDAW and activities around key events such as International Women's Day; Design gender monitoring and evaluation tools to be used by all programmes (in consultation with the Gender Working Group); Provide input into the design of new projects and activities to ensure that gender has been adequately considered and addressed; Design a gender assessment to be conducted in areas of GOAL operation and train team to carry out ethical data collection. Compile data and write Gender Assessment Report to be used by GOAL Malawi in measuring impact in communities by all programs; Liaise with donors and develop proposals to seek funding to support gender-mainstreaming activities within GOAL; Continually review project proposals, reports and logframes to ensure gender sensitivity and inclusion of gender indicators; Participate in the monthly programme management meetings to report on the gender-mainstreaming progress. Requirements: Degree in a relevant discipline essential; postgraduate qualifications in gender preferred. Minimum 3 years international experience with gender programming (women's rights, gender-based violence, male-involvement) with at least one year experience in gender mainstreaming; Strong understanding of all GOAL programme areas (livelihoods, food distributions, HIV, education and wat/san); Strong facilitation and training skills, including participatory training methodologies; Experience writing proposals on gender mainstreaming for external donors; Strong analytical and English writing skills; Ability to coordinate staff across different sectors; Strong communication, planning and organisational skills; Must be able to use own initiative and work independently; Computer skills (Word, Excel, internet).
