Background
The Democratic Republic of Congo (DRC) covers an area of over 905,000 square miles, equal to the size of the United States east of the Mississippi river. Divided into eleven provinces with an estimated population of 65 million people, the DRC has the third-largest population and the second-largest land area in sub-Saharan Africa. After 40 years of dictatorship, the DRC elected one of Africa's youngest leaders as its first democratically elected President in 2006 through an unprecedented electoral process that received extensive international support. With a new government in place and a pledge of moving forward on five priorities; roads, jobs, housing, water and electricity, and health and education, the country is moving toward rebuilding basic infrastructure, services and facilities to improve the lives of the Congolese. Eastern DRC was most affected by recent conflict in the DRC. Resource rich and economically diverse, the east has historically been characterized by internal and sub-regional conflict. It is a region at the crossroads of numerous cultures, blending central and east African tendencies. French and Kiswahili speakers conduct business with Anglophones and Rwandaphones along the Congolese borders with Uganda, Rwanda, Burundi and Tanzania. To better manage its operations in East Congo, CRS opened a sub-office in Bukavu in 2005. CRS Congo works with local partners to find lasting solutions to human suffering and poverty. CRS East Congo interventions include direct management of health, HIV and AIDS activities, water and sanitation, agriculture and emergency programming support to local church partners. Primary Function: The Sub Regional Country Representative to East Congo (CREC) will provide leadership and management of CRS activities in the Eastern Congo. The CREC will work closely with the CRS Congo Country Representative based in Kinshasa to ensure alignment of agency objectives in the context of CRS Congo overall Strategic Program Plan. Specific Responsibilities: I. Stewardship 1. Responsible for the effective management of financial and material resources as well as program growth in East Congo. 2. Ensure compliance with CRS and donors operational procedures and policies. 3. Ensure, in collaboration with CRS Congo's finance department, timely and effective budgeting and financial management. II. Human Resource Management and Staff Development 1. Oversee management, coaching, mentoring and development of national and international staff based in East Congo. 2. Conduct periodic reviews of key staff performance to ensure ongoing high levels of motivation, commitment and teamwork. 3. Ensure optimum program service delivery through recruitment of competent and qualified staff. Maintain up-to-date staffing plan to ensure that project sites are adequately staffed with quality personnel. III. Security Management 1. Maintain evacuation plan for South and North Kivus and ensure that all staff adhere to procedures. 2. Keep CRS East Congo security, evacuation and contingency plans current and revise as appropriate or necessary. 3. Ensure that all visitors receive security briefing and are familiar with the security and evacuation plan. 4. Participate on regular basis in donor and partner meetings that are related to East Congo security. IV. Program Quality and Strategic Direction 1. Ensure progress toward program goals and objectives on a regular basis for health, HIV/AIDS and other interventions; including monitoring and evaluation. 2. Provide strategic direction for CRS operations in East Congo. 3. Participate in policy formulation and advocacy for enhanced and sustained commitment and provision of services to clients and church partners. 4. Ensure timely submission of narrative and financial reports to donors. V. Representation and Fundraising 1. Represent CRS in Eastern Congo and participate in local inter-agencies meetings. 2. Liaise with local partners including health, government, and Church officials. 3. Establish and maintain strong working relationships with local, national and international partners and Coordinate and create linkages with local Government agencies, local churches, UN Agencies, etc. 4. Build linkages with existing and potential funding and donor agencies and keep abreast of growth opportunities. 5. Act as the principal media contact for CRS East Congo operations; ensure message alignment and conformity with CRS Congo Country Representative. Supervisory Responsibilities: Eastern Congo based staff (approx. 25, but more if MYAP approved) Key Working Relationships: Internal: CRS Kinshasa-based Country Representative, CARO Regional Director, CRS Congo's Program and Management Team. Indirectly: Deputy Regional Directors for Program and Management Quality, Regional Technical Advisors. External: Local churches, local partners, local collaborating organizations, other International Organizations, UN Agencies, local government agencies, private and public service providers. Qualifications: 1. Master's degree in International Development/Relations, Business Management or related field. 2. Minimum 5 years of relevant middle management experience in developing country environment. 3. Preferably, completion of 4 years of CRS employment overseas in at least 2 countries with above average performance appraisal overall ratings. 4. Strong interpersonal, communication and organizational skills as well as good judgment and vision. 5. Demonstrated effectiveness with short and long-term planning, financial, personnel and program management. 6. Have recommendation for advancement from supervisor and Regional Director with particular emphasis on demonstrated qualities of leadership, cultural sensitivity, confidence, commitment and initiative. 7. Experience with institutional strengthening and partnership building helpful. 8. Demonstrated understanding of the importance of staff development. 9. Familiarity with central Africa is a plus. 10.
