The role
The Human Resources Manager (HRM) reports to the Southern Sudan Programme Representative and participates in strategic planning as a member of the Country Senior management team. The HRM provides advice, support and leadership on people management issues across the programme. These include development and implementation of an HR strategy and interpretation of HR policy, staff charters and practices. In this role you will guide and support the programme on HR business processes, namely; recruitment and induction, health and safety, reward and performance management, learning and development including ensuring that gender and diversity are mainstreamed within these processes. The role will also ensure that succession and career planning is linked to nationalization of positions across the programme.

A key aspect of the role will be to implement the ongoing change management, as part of the senior management team, while providing strong leadership on HR related issues within this process. You will provide support to the senior management team and line managers by collecting, analyzing and interpreting information about changes in the operational environment and identify key issues for management's attention.

What we are looking for
This role requires a professional qualification in Human Resources Management coupled with proven HR and people management experience. Experience of working in an emergency or development context will be desirable. You will have experience of developing and implementing HR policies and procedures and operating at senior management level. Experience of supporting and or leading on a change management will be essential for the role. The ideal candidate will have the ability to forge effective working relationships at all levels in the organisation and able to influence others. You will have experience of operating in a multicultural context and be highly flexible and able to produce creative and practical solutions to complex HR problems. To complement the above, you will have highly developed communication and interpersonal skills backed by an ability to produce high quality reports. The post requires an excellent team player that can also work independently when necessary, with minimal supervision. Who we are
Oxfam GB Southern Sudan programme has been operating in Southern Sudan for the last 20 years. The signing of the comprehensive peace agreement in Southern Sudan presents new opportunities and challenges for programming in Southern Sudan. The Programme is in the process of shifting its operations from Kenya into Southern Sudan, and realigning it's programming and related operations within this context. As such, this is an exciting time to be joining our team in Southern Sudan.
