CARE Ethiopia is seeking a Senior Advisor Program Development & Quality Support to be based is Addis Ababa.
The position of Senior Advisor Program Development & Quality Support (PDQS-A) was created for the expressed purpose of building Country Office local staff capacity for program design and quality support. This Senior Advisor position is intentionally limited to two years, so that by the end of the contract, the position will have been made redundant through the gradual and concerted development of the PDQS Coordinator's (PDQS-C) and other technical advisors' skills.
The position is designed to be supportive, facilitative and empowering. Importantly, the incumbent is not meant to do, but rather to facilitate and build capacity for doing. The PDQS-A focuses targeted coaching and mentoring to the PDQS-C to ensure the Country Office program design and technical assistance initiatives are in accordance with CARE Ethiopia's mission, strategic objectives and program approaches, CARE International's programming principles, and ensure program quality by addressing the underlying causes of poverty and vulnerability.
S/he enhances Country Office staff and partners' capacity in project and program design and oversees the mainstreaming of various cross-cutting initiatives in different projects (i.e. women's empowerment, partnership, Rights Based Approach, governance, risk management, etc.). S/he plays a key role in the design of new programs and preparation of proposals. S/he ensures documentation and sharing of learning, lessons and achievements within CARE and with other interested organizations to demonstrate broader impact of CARE Ethiopia's effort and enhance greater influence in the effort to combat poverty.
S/he plays a critical role in defining and implementing of the Country Office's Strategic Plan including its move from a project to program approach. The PDQS-A is expected to represent the Country Office Program Director periodically with external and internal stakeholders. The position performs high level program and technical representation with donors.
The PDQS-A reports to the Program Director but takes her lead from the PDQS Coordinator and coordinates very closely with the other technical advisors in the PDQS unit.
Requirements include :
- Masters degree in relevant disciplines such as Rural Development, Economics, Project Design or equivalent combination of education and work experience;
- 5-10 years of demonstrated experience in the design of complex programs in a range of sectors, monitoring and evaluation; - 2 years of experience in senior level management, and leadership of professional technical staff of diverse expertise; - Working knowledge of programming in chronically vulnerable environments; - Demonstrated excellence in verbal and written English, strategic and operational planning, budget planning and management, monitoring and evaluation, report writing; - Demonstrated skills in successful project design and proposal preparation for various donors; - Strong interpersonal communication skill and ability to effectively liaise with government, community leaders, donors and other stakeholders; - Firm belief in and commitment to promoting teamwork, gender equality, sensitivity to HIV/AIDS, conceptual understanding of participatory approach and sustainable development; - Expertise in more of the following program areas: governance, livelihoods and food security, nutrition/health, water/sanitation/hygiene, income generation, education, and/or HIV/AIDS, especially with a Rights Based Approach and Underlying Causes of Poverty/Vulnerability focus; - Proficiency in standard office software packages; - Research, analysis and writing skills of high standard; Please note that this position is based in Addis ababa with 25-30% travel time to field offices to provide support and technical leadership.
