Description:We have an exciting opportunity for a Procurement Technical Advisor at CARE's headquarters in Atlanta.

The Procurement Technical Advisor sources and evaluates the best procurement solution and facilitates vendor selection working directly with directors or managers of the unit or country office to help implement proper procurement procedures and supply chain management processes

This position provides IT specific technical assistance in the selection and procurement of upgraded computer hardware, software and services (including telecommunications). This position also develops global and regional master contracts to support specific headquarters and country office strategic procurement plans.

In specific circumstances, the Procurement Technical Advisor would be deployed to country offices to assist in emergency response situations. In addition, this position would be assigned to handle non-emergency procurement related special projects requiring technical advice and evaluation to optimize CARE's buying power and create operational efficiencies. When not traveling or working on special projects, this position conducts routine buying as needed.

REQUIREMENTS:

• Minimum of 7 years experience in procurement administration (sourcing, spend analysis, handling requisitions, competitive bidding, awarding of purchase orders, expediting, scheduling and shipping).
• Extensive knowledge and experience of international procurement issues, USAID procurement rules and regulations, international shipping and export/re-export regulations strongly preferred.
• Prefer experience in management and/or technical assistance in NGO procurement and supply chain management/logistics environment with emergency procurement experience.
• Preference given to candidates with Spanish/French proficiency

Must be willing to travel up to 25% internationally -PLEASE NOTE: this position is required to rapidly deploy to areas of specific Emergency projects for a number of weeks (or possibly months at a time). This travel can be to unsecured areas and/or developing countries. Other travel would include vendor site visits or to assist in training for country office staff.
