Description:PURPOSE OF POSITION:
Purpose of this position is to contribute to improving the quality of the Partnership's Transformational Development programming. This goal will be achieved by helping all levels of Partnership by continuous improvement of transformational development indicators (TDI) and to maximize their learning from a sound implementation of TDI. Provide technical support for analysis and interpretation of TDI data at all levels of the Partnership. Specifically, the TDI/CWBO Technical Project Associate is being recruited to assist with review and redesign of TDI indicators to bring them into alignment with the WV policy on reporting of Child Wellbeing Outcomes. It is expected that this additional support will be needed for a period of 18 months.

MAJOR RESPONSIBILITIES:
· Collaborate with Research Specialist - TDI Data Analysis, and other partners as appropriate, regarding the project to review TDI indicators and bring them into alignment with WV policy on reporting of Child Wellbeing Outcomes.
· Support the 5-year evaluation of TDI including logistical support to team, data collection, data analysis and cataloguing, writing, editing and other services as required.
· Editing and simplification of normative guidance on measurement. Researching and writing simplified guidance on the essential measurement skills.
· Developing tools to access the quality of TDI measurements both qualitative and quantitative.
· Developing tools to access the quality of TDI reports.
· Review of TDI reports, data sets, and activities including the creation of metadata and archiving of documents.
· Monitoring of the implementation of TDI including follow-up with regional quality staff and national offices.
· Assist in the identification of gaps between TDI indicators and proposed indicators for Child Wellbeing Outcomes.
· Assist with research for the adaptation or change of TDI indicators based on recommendations of the evaluation.
· Assist with research on monitoring indicators that support attribution of WV activities to positive changes in Child Wellbeing.
· Support piloting of adapted or new indicators.
· Liaison with sponsorship on the use of new or adapted indicators.
· Liaison with IPM on the use of new or adapted indicators.
· Contribute to capacity building both on-line and at workshops around the Partnership.
· Contribute to the TDI research and development team's work and the TDI-CWBO project as needed.
· Attend and participate in weekly chapel services and daily devotional meetings.

KNOWLEDGE, SKILLS AND ABILITIES
The following knowledge, skills, and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on-the-job training.

· Master's degree in a humanitarian, development or social science related field.
· Minimum of 5 years experience in monitoring and evaluation work and social research.
· Demonstrated competencies in design and implementation of monitoring and evaluation plans at programme and project levels, including the accompanying management information system.
· Skill in data analysis, either statistical / quantitative data or qualitative data.
· Competence in using computer programs for systematic data analysis.
· Experience in design and facilitation of training programs.
· Excellent presentation and communication skills.
· Fully fluent in the English language.
· Fluency in French and/or Spanish is desired.
· Ability to travel internationally up to 50%.
· Commitment to and understanding the important concepts and components of transformational development (WV's development model), disaster management and advocacy.
· Commitment to life-long learning.
· Ability to work in a team environment.
