I. Background on ACTED:

ACTED is an independent international, private, non-partisan and non-profit organization that operates according to principles of strict neutrality, political and religious impartiality, and non discrimination.

ACTED was created in 1993 to support populations affected by the conflict in Afghanistan. Based in Paris, France, ACTED now operates in 22 countries worldwide, with over 120 international and 2500 national staff. ACTED has a 40 million € budget for over 150 projects spanning 8 sectors of intervention; including emergency relief, food security, health promotion, economic development, education & training, microfinance, local governance & institutional support, and cultural promotion.

ACTED began its projects in the DRC in 2004. The country's recent history saw 30 years of dictatorship (1967-1997) followed by two mains wars (1996 and 1998), while the political transition period from 2002 to 2007 culminated in the democratic election of the current president. Although the wars are officially over, localized conflict is still present in the east. After years of state neglect, ongoing corruption and destruction due to the armed conflict, the country is in great need of rebuilding in all sectors.
ACTED's main sectors of intervention in the DRC are: infrastructure rehabilitation (roads, schools and health centers); water and sanitation; food security; and economic development (through income generating activities, micro projects and micro finance). Our future strategy is to reinforce both food security and economic development, and transition from humanitarian intervention to a developmental focus.

II. Responsibilities:

Under the responsibility of the Country Coordinator and Finance Director in HQ, the Country Finance Manager will perform the following tasks:

Budget follow up and supervision of accounting of the projects implemented by ACTED:
• Budget follow up of the projects implemented: preparation and follow up, with HQ finance and administrative department, on a weekly basis, of the budget planning and of the financial reports of each project.
• Accounting supervision: follow up and verification of bills registration, accounting coding and project allocation, follow up of staff advances, follow-up of providers etc.
Financial and administrative follow-up:
• ACTED procedures administrative and accounting follow up on a monthly basis comprising reporting, cash flow, staff follow up etc
• Preparation of weekly report on ongoing activities to be prepared in close co-operation with project managers
• Representation of ACTED during the meetings (NGOs, donors) in the absence of the regional co-ordinator.
Management
• Management of financial staff, support to field teams and liaising with other ACTED missions

III. Qualifications and skills required:

Master degree in administration/finances/accounting
Proficiency in written and spoken english
Management experience
Report writing skills
Experience in overseas position
Experience with humanitarian and development program
Demonstrated experience in staff management and training
Ability to work in a difficult context

IV. Conditions:

-Salary 2200€ net / months
-Additional monthly living allowance (300$)
-Free food and lodging provided at the organisation's guesthouse/or housing allowance (depending on contract length and country of assignment)
-Transportation costs covered, including additional return ticket + luggage allowance
-Provision of medical, life, and repatriation insurance + retirement package
