Position: Deputy Country Health Director (Epidemiological Focus) Location: Yangon (Myanmar) with frequent travel to Laputta and project areas Programmes: Emergency Response - Cyclone Nargis Contract duration: 3 - 6 Months Starting date: Immediately Responsible for: Project Officer (functionally), Senior Project Medical Coordinator, Country Medical Team, Health Education Coordinator, Project Health Coordinator, Medical Officer, Reproductive Health Co-ordinator Reporting to: Country Health Director Salary: £19, 282 - £23, 731 per annum including a cost of living allowance circa £3,717, per annum, return flight, accommodation and insurance cover. Merlin International Profile Merlin is the only UK specialist charity, founded in 1993, which responds worldwide, with vital healthcare and medical relief for vulnerable people affected by natural disasters, conflict and healthcare collapse. Each year, Merlin assists more than 15 million people, in up to 20 countries, through working with local healthcare actors including government, community groups and NGOs. Context and Background Merlin currently implements a comprehensive set of activities for addressing the healthcare needs of the tsunami affected population in the township of Laputta in the Ayeyarwaddy delta of southern Myanmar since 2005. This project focuses on the reduction of maternal and child morbidity and mortality. The project activities build the capacity of both community-based health care providers as well as government providers in the provision of prevention, treatment and referral services. Merlin has bases in Yangon, Chin and Saigang States and in the Cyclone affected Laputta Township of Ayeyarwaddy Region. Following the recent Cyclone Nargis disaster, Merlin has established a humanitarian response programme in the Ayeyarwaddy region with both health and Watsan components. Merlin is undertaking a comprehensive needs assessment, distribution of water and non food items and utilising our existing network of 50 supported clinics and 500 Community Health Workers in order to provide for the local population. Main purpose of the role To help support Merlin's response to Cyclone Nargis in the Ayeyarwaddy delta in Myanmar, with a particular focus upon gathering epidemiological data in order to aid project design/implementation. Activities will include rapid needs assessments, participating in the relevant clusters, developing project concept notes and proposals, coordinating with other health actors at local and national levels, starting up emergency activities and facilitating the eventual handover to more permanent project staff. The post holder will be expected to develop strong links with the health Cluster/WHO. Overall Objectives (scope) Deputy Country Health Directors employed by Merlin are responsible at local level for leading the effective implementation of quality health programmes, grounded in best practice in response to acute and longer-term health needs. Through this work they also play an important role in expanding Merlin's health sector profile and influence on policy and practice. To achieve this objective, DCHDs are technically supported by the Country Health Directors. Responsibilities Emergency response To respond to humanitarian emergencies under the management of the Country Health Director. Assist in a rapid needs assessment/develop systems for gathering and analysing epidemiological data Assist in the analysis of health / humanitarian contexts Assist in programme development Assist in the set up of field site and establishment of new Merlin country programmes Assist in programme administration at capital level Assist in the organisation and induction of staff This post provides administrative and technical support to the Country Health Director (CHD) and Country Management Team (CMT) Programme Development Assist in the maintenance of Programme Development Assist in the preparation of concept papers for potential programmes Ensure proposal preparation in a timely manner To assist / undertake research as necessary Assist with surveys as required Support the CMT in finalising proposals Administrative functions Prepare, minute and follow up on Health Team meetings, including: dissemination to relevant parties of actions points and decisions Maintain health team report tracking system and ensure that reports are started on time in the field and followed through the review process for timely submission Assist in the compilation and editing of donor and internal reports according to formats and requirements Track health staff movements to ensure adequate coverage and report to CHD and update staff health files Advise on and implement new administrative systems within the health team to improve their efficiency and effectiveness Upon request to attend meetings and prepare minutes Ensure that all relevant health information is passed onto MOH and WHO regarding morbidity and mortality, disease outbreaks and health issues as requested by the CHD Track and follow up outstanding orders of medical supplies and medication as requested by the CHD and other health team members Assist in compilation of donor and Merlin reports, particularly components involving health statistics. Other tasks as discussed and agreed by the CHD Person Specification Essential Health or Public Health related qualification Experience of managing Health programmes in an NGO Experience and ability to work in an emergency context. Public health experience, with good understanding of epidemiology. Previous experience of report writing Ability to maintain good inter-team communications and engender positive team dynamics Proven administrative, problem solving and organisational skills Able to work on own initiative and with minimal supervision Supportive personnel management style a good team player with experience of capacity building Flexibility and ability to work within different cultural and political environments.
