Medical Teams International has been working in Liberia since September 2003. Through implementing an Emergency Health Care project funded by OFDA Medical Teams International provided access to healthcare for 590,000 internally displaced people, and provided direct medical services to over 161,000 beneficiaries in Margibi, Montserrado, Nimba, Bomi, and Grand Cape Mount counties.

Currently Medical Teams International is implementing a four-year Child Survival Project in Grand Cape Mount County, Liberia. Grand Cape Mount is one of 15 counties in Liberia and is located west of Monrovia along its border with Sierra Leone. The health and social conditions of GCM are relatively worse than the rest of the country. GCM suffered greatly during the civil war, losing not only health infrastructure but also the majority of its health personnel. GCM contains a high percentage of under-represented and vulnerable populations including Muslims and member of the Vai ethnic group.

The goal of the Child Survival project is to improve the health of mothers and young children by improving family health and care seeking practices through targeted behavior change, building the capacity of communities to identify and address health issues that affect them, and improving the quality of health services by providing training in clinical skills. The project started up on October 1 2006 and has now completed two years of implementation. Project partners include the County Health Team (CHT), Christian Health Association of Liberia (CHAL), and project communities.

The Grand Cape Mount Child Survival Project is the first Child Survival Project implemented in Liberia and has provided the opportunity to pilot both facility and community based Integrated Management of Childhood Illnesses. The second two years of implementation will provide further opportunities for innovation.

Position summary:
The Child Survival Project Manager will be responsible for overseeing planning, implementation, monitoring and evaluation of the Child Survival Project activities. These activities include behavior change and community mobilization for maternal and child health, capacity building for CHT facilities to deliver maternal and child health services, and the establishment of a network of household health promoters. The Project Manager will oversee a team of 4 national staff, with responsibilities for monitoring and evaluating staff performance. S/he will coordinate Project activities with and provide capacity building assistance for Project partners, the County health Team and Community Health Association of Liberia. This position requires regular overnight travel from Monrovia to Grand Cape Mount County.

Essential Duties and Responsibilities
- With assistance from HQ Child Survival Advisor, design and evaluate Child Survival health project activities and respond appropriately if changes are required in program.
- Coordinate Project activities with Project partners, monitor their performance and provide oversight and assistance as needed.
- With Country Director, manage relationship with and provide capacity building for Project partners.
- Establish strong working relationships within the Child Survival and community health network in Liberia.
- Support, supervise and provide capacity building for MTI - Liberia CSP staff.
- Oversee management of Project technical resource library.
- Assist Child Survival team and partners to maintain a Project work plan and implement activities in a timely manner.
- Coordinate technical support with HQ Child Survival, Monitoring and Evaluation, and Capacity Building Advisors.
- Oversee management of the health information system.
- Coordinate procurement and logistic support with MTI Monrovia logistics and finance staff
- With Country Director and Finance/ Administration Officer, monitor Project budget and report expenses in a timely manner

Desired Qualifications
- MPH with strong public health background. Health professional (MD, RN or PA) desirable.
- Proven experience with Child Survival programming.
- At least two years successful experience managing community health programs in developing countries.
- Strong experience in behavior change and community mobilization strategies.
- Experience training health facility staff in Integrated Management of Childhood illnesses.
- Technical knowledge and experience with malaria and HIV/AIDS programs desirable.
- Experience in establishing and maintaining relationships with partners, volunteers, and government and NGOs.
- Organizational and human resource management and development experience.
- Excellent problem solver, a self-starter, ability to work independently; functions well in a multi-task environment.
- Strong writing and reporting skills.
- West Africa experience highly desirable.
- Commitment to the mission of Medical Teams International.
