Health Assessor Assessment Location: West Bank OPT Dates: ASAP, with an assessment period of 3 weeks Responsible to: Country Director (OPT); Regional Programmes Manager (HQ); Health Advisor (HQ) for technical support Salary: £16,810 - £20,518 per annum (pro rata) dependent on relevant experience, plus a cost of living allowance of £5,576 per annum (pro rata), insurance cover, accommodation and flights. Merlin International Profile Merlin is the only UK specialist agency, founded in 1993, which responds worldwide, with vital healthcare and medical relief for vulnerable people affected by natural disasters, conflict and healthcare collapse. Each year, Merlin assists more than 15 million people, in up to 20 countries, through working with local healthcare actors including government, community groups and NGOs. Background Merlin has been operational in the occupied Palestinian territories since 2002. Assessments identified a serious lack of adequate healthcare, particularly for women and young children. Merlin has implemented programmes in both Gaza and the West Bank, aiming to increase access to emergency and primary healthcare, and the capacity of the rural health system to deal with health emergencies in conflicts. In the West Bank where the Israeli separation barrier has severely restricted travel, Merlin has set up mobile clinics to ensure that villages within two of the West Bank's most isolated district - Qalqilya and Salfit - receive quality medical services. Vital services provided include paediatric care, obstetrics and gynaecology, and management of chronic disease such as diabetes. In addition to direct medical service provision, Merlin is conducting an extensive series of health education classes, aimed particularly at women, to help improve their understanding of key health issues and ensure long lasting impact. Merlin has also provided health education in local schools and trained health care workers. Main purpose of the role To establish the level and type of support required based on outcomes of the needs assessment. To develop a proposal/s for related health activities in the West Bank, Qalqiliya and Salfit district. Overall Objectives To work with Merlin international and national team to achieve the following: To identify any deterioration in the health status and/or unmet health needs of the population To identify needs in health service provision (in particular in the fields of capacity building, training, quality management and human resources). To assess and clarify needs in the laboratory sector (particularly in relation to quality control). To re-assess training needs and feasible mechanisms of providing such training. To identify / re-assess areas of intervention (with feasibility of funding) and develop a proposal targeting needs and/or gaps identified above To map current health sector service provision (INGOs, PNGOs, MoH and other) at primary, secondary and tertiary level To map direct donor activity in the health sector (in relation to funding through the TIM/PEGASE, directly to MoH, through WHO etc) To write at least one proposal for continued Merlin activities in the West Bank. Activities Meet with MoH department directors and key individuals to discuss health needs, service provision, human resources and the impact of current support from the international community. To meet with key implementing agencies as necessary and review current and planned health sector activities To identify needs on the part of local NGOs Assessment of health care facilities (clinics, hospitals and laboratories) in key areas to establish current status of service delivery, identify problems and needs and causes thereof. Meet with key individuals in health educational facilities to identify means for carrying out long-term training. To produce an assessment report and proposal Any other work as requested by the Country Director. Outputs Completed needs assessment report Minutes of meeting held with MoH, NGOs, IOs and other institutions Concept note(s)/proposal(s) for expanded health programming Lunch time presentation of assessment and key findings to Merlin HQ staff (using powerpoint) Person specifications Essential Qualified health professional, doctor, nurse with MPH and significant health programming experience with an INGO. Good understanding of the health context in OPT / Middle East Previous experience of health needs assessments. Previous experience of working in insecure environments. Willingness and ability to travel within the West Bank. Ability to work on own initiative and to meet deadlines Attention to detail and ability to produce accurate information. Previous experience of proposal development Previous experience of representation with international donors and national government. Strong communication skills, with excellent written and spoken English Confident and proficient in the use of MS Office Experience of a flexible approach to managing and prioritising a high workload and multiple tasks in a fast paced environment with tight deadlines An understanding of and commitment to Merlin's mission and values Desirable Previous experience in West Bank and Gaza. Previous experience of laboratory programmes. Working knowledge of Arabic.
