Position: Field Logistics Officer
Responsible To: Project Coordinator Working with: Logistics, program, health and finance-admin team members Location: Zwedru, Grand Gedeh County, Liberia Start Date: ASAP Duration: 6 months (with extension possibility depending on needs and funding) Salary: £12,113 - £16,562 per annum, a cost of living allowance of £4,647 per annum, insurance cover, accommodation and return flights. Merlin International Profile Merlin is the only UK specialist charity, founded in 1993, which responds worldwide, with vital healthcare and medical relief for vulnerable people affected by natural disasters, conflict and healthcare collapse. Each year, Merlin assists more than 15 million people, in up to 20 countries, through working with local healthcare actors including government, community groups and NGOs. Merlin Liberia Merlin has been operational in various counties throughout Liberia since 1997 and has developed an extensive reputation in the health sector. The main focus of Merlin's programme in Liberia at present is supporting the Ministry of Health and Social Welfare (MoH&SW) with the provision of quality primary and secondary level health care services and influencing on policy/decision making level. Merlin's support/activities include technical and logistical support to the County Health Teams (CHTs), capacity building of CHT staff, supervision and training of health personnel to ensure improved quality of care in the supported facilities. In 2008 Merlin will be supporting 41 primary health care facilities in Montserrado, Maryland, Grand Bassa, Sinoe and Grand Gedeh counties, and 4 hospitals in Buchanan, Zwedru, Greenville and Harper. Merlin is also running a Reproductive Health/GBV project cross-cutting four counties to improve maternal health outcomes. HIV and AIDS are incorporated into all Merlin projects as a cross-cutting theme. Last year Merlin also established a health Resource Centre at the MoH&SW's central office in Monrovia and is building upon this work in 2008 in its work to re-establish a functioning Health Information System (HIS). All Merlin projects are designed to build the capacity of MoH&SW staff and Merlin has implemented specific projects to provide national level training of CHTs to develop their management skills and capability to assist in the transition of service delivery support to the government. In the course of implementing its activities in Liberia Merlin supports over 800 MoH&SW workers through incentive payments. Merlin is actively collaborating with the MoH&SW, UN Agencies, local partner NGOs, and other INGOs and agencies such as ICRC. Grand Gedeh Project Merlin's current programme in Grand Gedeh supports an integrated health care package, through capacity building and the support mentioned above. Service delivery and the management of the service delivery and supervision is as such strengthened. Currently Merlin I supporting the service delivery in 10 public government primary health care (PHC) clinics and the referral hospital. The project also collaborates with other Merlin staff members in the implementation of the cross-cutting Reproductive health, GBV, HIV&AIDS programmes.. As mentioned above we hope to start soon a midwifery training program targeting the 6 South East Counties. This position is based in Zwedru, grand Gedeh county, it might involve travelling to the other five counties targeted my the midwifery program. The position involves working with the Grand Gedeh county health team to build capacity for logistics systems within the MoH&SW. Duties and Responsibilities Logistics Management Reinforce adherence to Merlin logistics procedures through training of national staff to ensure transparency and accountability in all logistics activities Responsible for managing the field site's logistical activities including international and local procurement, in collaboration with relevant staff Carry out in cooperation with the PC, FMC and the Logistics Coordinator professional logistics planning to ensure appropriate and cost efficient procurement, stocking and distribution of all required relief supplies to ensure effective and transparent supply chain management. Responsible for ensuring a fully functioning fleet of vehicles and parts stock to ensure that transportation is available to carry out all programme activities and to ensure availability for responding to emergency cases Liaise with the Monrovia Logistics Department to ensure efficient and appropriate logistical support for the transportation of medical equipment, drugs and other supplies distribution to primary and secondary health care facilities Responsible for the supervision and monitoring of all field site warehouse and stock movement activities consistent with Merlin procedures Ensure maximum availability and implementation of control and monitoring mechanisms for all logistics assets such as vehicles, generators and all other technical items using either petrol, diesel or kerosene to maximize efficiency and ensure regular maintenance Responsible for overseeing and monitoring asset management, an asset list to be updated as required Preparing stock movement, fleet, and asset and narrative reports for the field site logistics report that is to be produced on a monthly basis Management of rehabilitation and construction activities at the Merlin base and supported facilities Ensure appropriate management of communications systems at the field site, including maintenance of HF, VHF and satellite communication Act as focal point for all logistics activities with the Monrovia Logistics Department and establish good working relations with all departments at the Merlin Monrovia office Ensure regular communications are maintained with the PC, FMC, the Logistics Coordinator and relevant field and CMT staff Maintain familiarity with logistics related donor/ Merlin compliance issues to ensure compliance. Administration Participation in project planning and the preparation of donor proposals and internal/ donor reports in collaboration with relevant staff Ensure that the Merlin standard logistics forms are consistently used and that they are used appropriately Ensure appropriate filing of all orders (national and international) to ensure accurate tracking and documentation for audit purposes Maintain the logistics filing systems to include all equipment manuals, maintenance schedules and Merlin standard documentation Assist with the update and implementation of in-country manuals, training initiatives, and standardization of systems Manage all professional flight bookings (WFP and UN) in collaboration with relevant Monrovia based staff. Human Resources Line-manage and coach the field site's national logistics staff, including participation in recruitment, team building, and conducting appraisals Organise weekly progress meeting with Logistics staff, keep the PC and FMC updated and follow up with the action points agreed Improve the professional capacity of the national logistics staff by providing regular on the job training, as well as topic specific training sessions if needed Assess the continuing training needs of the field site's national logistics staff and ensure training needs are appropriately met.
