Job Title: War Child Canada Country Director - Kabul, Afghanistan

War Child Canada, a registered Canadian charity providing humanitarian assistance to war-affected children, is currently looking for a qualified individual to fill the full-time position of Country Director - Afghanistan. This individual, based in Kabul and under the supervision of the Director of International Programs, will be responsible for the creation, management and implementation of War Child Canada's Afghanistan program activities.

War Child Canada implements humanitarian programs in war torn communities around the world providing health, education, livelihoods training and psychosocial support to vulnerable children and their families in both emergency and post-conflict settings. War Child Canada works to provide support to and build the capacity of local organizations by fostering community-led development.

General

The War Child Canada Afghanistan Country Director is responsible for all aspects of War Child Canada's Afghanistan country program.

Objectives of the job

The Country Director ensures that:

• The country strategy is in place and that programs/projects are consistent with that strategy;
• The program is implemented, monitored and evaluated appropriately, efficiently and effectively;
• Capacity building of local partners takes place to establish sustainability of the programme.

Position in the Organisation

The War Child Canada Country Director reports to the Director of International Programs at War Child Canada Headquarters (Toronto, Canada) on all result areas.

Result areas

1. Realisation of War Child Canada's country program

• Final and overall responsibility for the country program, including government registration and legal permissions to operate in Afghanistan;
• Develop and update the Country Strategy (in close collaboration with the Director of International Programs);
• Develop Country Programs and Project Proposals;
• Implement Country Programs;
• Develop tools and formats for planning, monitoring and evaluation, and support partner organisations in application of these tools;
• Monitor and evaluate the Country Program's implementation;
• Ensure that appropriate local (implementing) partners are identified and that capacity building of local partners takes place;
• Produce annual plans and reports;
• Actively look to expand program and find donors;
• Overall responsibility for budget and finances of project and implementation of country programmes.

2. Capacity building of staff and local partners

• Assess the needs of the partner(s) in terms of capacity building;
• Ensure adequate means are organized (for example, trainings) to meet identified needs;
• Evaluate the effect of trainings and other support (follow-up) and ensure that capacity building needs are met;
• Recruit local staff, as necessary, in consultation with HQ.

3. Maintain network of contacts/ representation

• Ensure appropriate communications, information exchange and sharing with local partners and with headquarters;
• Share project 'lessons learned', support communication activities, field visits, etc;
• Develop and maintain productive relationships with local and national governments, other agencies, donors and media;
• Represent War Child Canada in meetings and coordination platforms.

4. Fundraising

• Final and direct responsibility for in-country fundraising with institutional donors (with assistance from War Child Canada's Institutional Fundraiser);
• Develop and maintain donor relations;
• Ensure that proposals and reports for (institutional) donors are written according to the requirements of the donor.

5. Security Management

• Final and direct responsibility for security management;
• Maintain internal and external contacts with relevant parties and authorities related to security in order to be well informed about security developments at all times;
• Develop/ regularly update and implement War Child Canada's Country Security Plan.

6. Logistics Management

• Final responsibility for office management and logistics, including reporting to headquarters.

7. Finance Management

• Final in-country financial responsibility, including reporting to headquarters;
• Maintain efficient financial control (of cash flows, local payments, etc), accountability standards, procedures and records;
• Prepare budget and monitor budget-spending; take appropriate action concerning budget/spending deficiencies or surpluses.

Profile

Knowledge

• Relevant academic background (For example, Masters degree or equivalent experience in Psychology, Community Development, Social Sciences, International Relations, etc.);
• Sound knowledge of Financial Management.

Experience

• Three or more years of relevant experience in an international/humanitarian context with a non-governmental organization;
• Two or more years experience working with local partners;
• Management of budgets and staff for over 3 years.

Skills

• Social and communicative skills for advising and coaching local partners and frequent internal and external contacts;
• Ability to manage finances, logistics, and operations;
• Strong advisory skills to deliver clear and well-considered advice;
• Written expressions skills to be able to write strategy, proposals, budgets and reports;
• Excellent verbal and written skills in English;
• Knowledge of Dari or Pashtu desirable;
• Capability to decide operational, tactical and strategic issues;
• Planning and organisational skills;
• Able to assess social/political situations and able to act in a diplomatic way in delicate situations;
• Capacity building and training skills;

Attitude

• Affinity with War Child Canada's mandate;
• Result-focused and persistent to achieve goals;
• Creative and flexible;
• Stress-resilient to be able to cope with deadlines and complex problems;
• Culturally sensitive;
• Willingness to travel in-country
