INCLUSION PROJECT MANAGER SRI LANKA - 2 year - Novembre 2008 Handicap International is an international organisation specialised in the field of disability. Non-governmental, non-religious, non-political and non-profit-making, it works alongside people with disabilities, whatever the context, in response to humanitarian crises and the effects of extreme poverty. Handicap International implements programmes of assistance to persons and local organisations, inclusion programmes and programmes focusing on the fight against the main causes of disability. It runs projects in almost 60 countries, with the support of a network of 8 national associations ( Germany, Belgium, Canada, United-States, Luxembourg, United Kingdom and Switzerland) The organisation employs almost 3300 people worldwide, 330 of whom work in France and in its European and North American sections. Job context : Handicap International has established itself in Sri Lanka as one of the key organisations in disability through a broad range of complementary projects. While providing an immediate and adapted response to each event, Handicap International develops projects to ensure better long-term care for disabled people. The CAMIDs project (Centres for Accessibility, Monitoring and Information on Disability) is the major inclusion project of Handicap International in Sri Lanka. It takes place in the frame of the post-tsunami reconstruction and the continuous conflict since the 70's. A first focus was done on reconstruction of buildings and fulfilling primary needs, and contributed that People with Disabilities were included and participate in this process. Thanks to the project, accessibility has been taken into account during the reconstruction process in the targeted areas. However, construction stakeholders and especially local authorities have expressed the need to build their competency on technical specification and guidelines on creation of physical barrier free environment for PwDs (people with disability). Besides, in East and South, few opportunities exist to access to formal employment within private companies and public job opportunities cannot meet the needs of the population. Therefore, main livelihood strategies are developed through self-employment and small business. People with disabilities need to get access to these reformed livelihood activities in order to fully participate & benefit from the revival of the economy. Finally, the new political deal in the East, the volatility of the security context and frail economic situation lead to increase the tensions between the 3 communities. The CAMIDs have an important role to play for that also as they are staffed by people representing each community. Duties : The Inclusion project manager is taking over the overall development of the major social inclusion project of HI in Sri Lanka, which is aiming at "Active participation of the disability movement for the inclusion of People with Disabilities in post tsunami and post conflict context in South & Eastern Sri Lanka". This is the phase II of a project that started end 2005, and is planned for 30 months starting in September 2008. There are 4 CAMIDs disseminated in the country. His/her main function will be : - Manage the project : Design the strategies and methodologies / Coordinate with other stakeholders/ lead the implementation / manage the budget and write the reports - Lead the project team (spread in the 4 CAMIDs and at national level) - Assure the technical frame work and in particular, s/he has as well the responsibility to ensure the quality of the livelihood strategy in HI Sri Lanka, with a particular emphasis on the development of the livelihood within the CAMID (process, methodology and tools). - Contribute to the programme/ capitalisation of experience on request Particularities of the post : Base in Batticaloa with regular travel to each CAMIDs. Because of security reason,, it's a unaccompanied position Profile sought : Essential competencies : - Qualification or strong professional experience in capacity building and empowerment of partners. - Previous experience in economic development field and livelihood activities - Master the project cycle / monitoring & evaluation tool - Previous experience in disability and inclusion in a strong asset. - Ability to think analytically and strategically. - Excellent networking skills and experience with a broad existing network - Excellent communication skills (verbal and written) Desirable competencies or competencies to be acquired : - Excellent interpersonal skills with a wide range of interlocutors - Excellent manager.
