A Rehabilitation Technical Advisor Afghanistan - 1 year - January 2009 Handicap International is an international organisation specialised in the field of disability. Non-governmental, non-religious, non-political and non-profit making, it works alongside people with disabilities, whatever the context, offering them assistance and supporting them in their efforts to become self-reliant. Since its creation, the organisation has set up programmes in approximately 60 countries and intervened in many emergency situations. It has a network of eight national associations (Belgium, Canada, France, Germany, Luxembourg, Switzerland, United Kingdom, USA) which provide human and financial resources, manages projects and raises awareness of Handicap International's actions and campaigns. Country context : More than six years after the fall of Talibans, Afghanistan remains one of the poorest countries of the world. However, Afghanistan has come a long way since December 2001. The transitory government knew to consolidate its prerogatives, even if the national unity remains fragile. Today, Afghanistan runs with a new constitution and, for the first time, a president and a parliament could be democratically elected. Being present in Afghanistan since 1996 with a comprehensive approach to respond to the needs of persons with disability and to participate in the reconstruction of the Afghan Health System, Handicap International holds an important geographic position in Afghanistan, implementing project activities in the provinces of Kabul, Herat and Kandahar. Now, Handicap International aims to continue the work by reinforcing activities within the communities as well as with the National authorities on disability issues in order to promote a sustainable quality of living for people with disability. Job context : The Rehabilitation Technical Advisor has the responsibility to ensure quality, coordination and a consistent approach towards the implementation of our rehabilitation projects in Afghanistan: - Physiotherapy Curriculum Development Project - Kabul HI has a leading role within the Physio Curriculum Development Task Force, established in 2005 to design a strategy for the improvement of the educational standards for Physical Therapists in the country. A national upgrading course for and clinical supervisors is now in its final phase. The first group of upgrading teachers will complete the upgrading in October 2008 and they will be able to upgrade the rest of the 2-year trained Physical Therapists (PTs) willing to obtain a 3-year level of competencies. A new 3 year undergraduate curriculum for the new students has just started in May 2008. - Sport and Leisure Activities Project - Kabul & Herat In Kabul inclusion of people with disability is carried out through this project that makes use of sport and leisure activities as means to facilitate participation within the community and increase wellness. Even if the focus is on leisure, some physiotherapy expertise is needed to design the training of Sport trainers on disability issues: assessment, adaptation of the equipment to ensure accessibility and safety. - The two Rehabilitation Projects in Herat The first aims to improve the quality of physiotherapy services in Herat Regional Hospital by providing support to the Head of the Physiotherapy Department and trainings to the hospital's PTs The outreach project aims to improve the access to community based rehabilitation for the people with disabilities through PT and community workers. - The physical rehabilitation center in Kandahar Since many years, HI has been fully supporting the Physical Rehabilitation Centre in Kandahar. Recently moved to a new building that meets all the guidelines for Rehabilitation provision (accessibility and equipment), PRC covers a huge catchments area in the southern region. It offers production of and walking aids in its workshop and provides physiotherapy treatment to an average of 250 patients per month. . Job description: The rehabilitation technical advisor will have to : - Provide technical support and guarantee coordination between HI rehabilitation projects in Kabul, Herat and Kandahar - Support the Project Managers, Program Coordinator in Herat & Program Manager on the technical design and develop a capacity building plan for the national HI staff working in the rehabilitation projects and design and organise technical trainings (s/he could carry out some physiotherapist trainings) - Support to the project managers on the production of high quality concept papers, logical framework, proposals and donor report writing, as well technical validation of these project documents. - Ensure the development and implementation of M&E system in the rehabilitation projects. - Advice the Project Managers on the development of long-term exit/handover strategy for the rehabilitation projects in Herat & Kandahar. - Mobilize human resources nationally and internationally to fulfil the needs in the 3 rehabilitation projects in Afghanistan. The Rehabilitation Technical Advisor is responsible for the managerial aspects of all these internal and external missions/consultancies. - Is the Project Manager of the Physio Curriculum and responsible for all the managerial aspects of this project - Act as a focal point and HI expert in the rehabilitation field mainly at national level, and in coordination with the HI South Asian Regional Office and headquarters Profile sought : 3 years experience in a variety of areas of physiotherapy and disability (including disability approaches) Experience in teaching and training of physiotherapists Experience in curriculum design and implementation; Strong lobbying, networking and communication skills essential; Experience in a developing country is an advantage; Project management: knowledge of the project cycle Strong strategic thinking; Computer skills (Pack Office, Internet etc...) Post constraints: Regular trips to our different sites. Accommodation in comfortable shared houses. Security: Kabul and Herat cities are currently stable but there are strong security guidelines to follow. Travel outside of the cities is subject to consultation with HI security officer.
