AN ADMINISTRATOR SOMALILAND - 12 months (renewable) - 1st November 2008 Handicap International is an international organisation specialised in the field of disability. Non-governmental, non-religious, non-political and non-profit-making, it works alongside people with disabilities, whatever the context, in response to humanitarian crises and the effects of extreme poverty. Handicap International implements programmes of assistance to persons and local organisations, inclusion programmes and programmes focusing on the fight against the main causes of disability. It runs projects in almost 60 countries, with the support of a network of 8 national associations ( Germany, Belgium, Canada, United-States, Luxembourg, United Kingdom and Switzerland) The organisation employs almost 3300 people worldwide, 330 of whom work in France and in its European and North American sections. Job context : HI has been working in Somaliland since 1992 and recently opened another office in Puntland. HI implements the following activities in the two locations: Mine Risk Education, reinforcement of rehabilitation services, promotion of the social integration of people with disabilities, HIV/AIDS prevention. The team is constituted of approximately 35 members including 4 expatriates. The annual budget is around 1 million USD. Duties : Under the direct supervision of the Program Director, the Program Administrator ensures smooth running of the programme through administration, human resources and financial management of the programme. The Program Administrator is also charged with the responsibility of implementing security rules and safety procedures defined by the Program Director and may be required to take full responsibility of the security of the programme when the Program Director is out of the country. Post constraints : Security situation in the country stable but strict security rules need to be applied at all time All expatriate live in a shared house Limited social life and leisure opportunities Restrictions on personnel movements Job description : The administrator will be in charge of : - Finance management : supervision and capacity building of the finance officer, budget elaboration and follow-up, financial reporting, etc. - Human resources management : administrative management of personnel, training - Supervise logistics activities - Support the project managers in the implementation and follow-up of administrative procedures - Security : responsibility on the implementation of the security plan - Guarantee the respect of the local legal framework Profile sought : At least 3 years of experience as an administrator in an international NGO Experience in a similar context Good skills in financial data processing and management Strong capacity of training and transfer of skills Excellent negotiation and adaptation skills to multi-cultural environments Autonomy Ability to work in a difficult context Calm, diplomacy and capacity to manage stress and pressure Knowledge of the Horn of Africa would be an added value Languages : Fluent spoken and written English. Basic French is necessary.
