| Description: | Scope:
To establish and maintain effective support systems (administrative, logistics, IT and human resource) for the International Rescue Committee Sierra Leone program. Ensuring that all the necessary systems, policies and procedures are rolled out, understood and implimented by the relevant staff in all program areas. Ensure that the Country Director is well briefed on security and advise on security policies and procedures. Assist in the overall management of the the organisation, contributing to the development and achievment of the strategic objectives as a member of the Country Management Team.
Responsibilities:
General Management Contribute to the formation of the SL strategic plan; To participate in strategic and day to day management decisions as a member of the Country Management Team; To act as line manager for the Area Field Coordinator, Field Coordinators, Logistics Coordinator, Administration Coordinator, procurements manager & IT Officer; To ensure that the IRC SL complies with all aspects of Sierra Leonean law (employment, tax, contract etc.); To oversee the development and implementation of management information reporting procedures across all support functions that will meet the information requirements of management in country and in New York. Administration Manage the design and implementation of administrative systems and procedures, to include the maintenance and security of all IRC properties and assets and operational procedures (internal/external mail, reception, communications, cleaning and facilities maintenance); To develop and implement a strategy for the letting of IRC properties and the management of the leases; Ensure that all properties conform to health and safety standards; Oversee the processing of all expat paperwork for visa's and work permits and travel arrangements. Human Resources To provide training and capacity building to HR staff; To assist the Administrative Coordinator in the design and implementation of HR policies, systems and procedures for National Staff and the training and development plan for all staff; To implement and oversee IRCs HR policies, systems and procedures for international staff; To assist in the planning and identification of IRC SL staffing needs (National & International); To ensure that the Mandatory Reporting Policy is rolled out in respect of all staff, beneficiaries, partners, suppliers & contractors; To oversee the induction of national and international staff; To oversee the recruitment and training of all staff in Admin, Logistics, HR in conjunction with the various line managers. Logistics and IT To provide training and capacity building to logistics and IT staff; To design IT policy and procedures and to manage the implementation of these through the IT officer; To ensure that all IT equipment is maintained and secure and an appropriate replacement schedule is in place; To oversee the design and implementation of logistics policies and procedures for purchasing, delivery, storage, communications and transport; Security To monitor and report on security in all program areas and in other areas likely to cause impact on IRC; To implement and maintain the Security Management Plan for SL and train staff where necessary in security procedures and thinking; To provide security orientations to all new staff and refresher orientations annually to all staff. Requirements Bachelors Degree + Masters Degree in a related field; Min. 4 years progressive NGO work experience, including a minimum of 2 years international work experience in a management role; Excellent written and oral communication skills; Proven ability to effectively manage donor relationships and apply donor procurement and reporting policies (EuropeAid, IrishAid, DfID); Solid organizational skills: ability to be flexible & work well under pressure in a fast-paced multi-task team environment; Good Computer skills: facility with MS Word, Excel, and email/internet software.
