Description:INTRODUCTION

The Economic Recovery & Development Technical Unit (ERD) was created in 2006 to provide technical assistance to country programs as they seek to integrate economic and livelihood initiatives into their programmes. ERD identifies standards and models that can be used, based on the particular situation and environment, and informs the field of best practices for economic and livelihoods programming. The mission of ERD Technical Unit is to protect, support and improve household livelihoods and revitalize local economies. The ERD team consists of the Director of the Technical Unit, Technical Advisors covering specific economic topics and geographical areas, Technical Consultants providing ad-hoc and project focussed expertise, as well as the Technical Unit Assistant and occasionally ERD Interns.

OVERALL PURPOSE
IRC is currently seeking an Assistant for the ERD Technical Unit. This is an exciting role covering a range of range of administrative, logistical and technical duties and tasks in support of the Economic Recovery & Development Technical Unit's activities, including line management responsibilities for ERD interns. The Technical Assistant position is a full-time role based in the IRC-UK London office under the overall guidance and supervision of the Director of the Technical Unit.

TASKS AND RESPONSIBILITIES
(A) Ensure effective communication flow between technical staff in London, New York, and the field as appropriate, and between the TU and field staff, donors, and third parties (30%)

• Serve as liaison point with for the ERD TU and respond to email and phone enquiries in a timely fashion, disseminating required information to relevant staff and externals;
• Managing the production of the quarterly ERD Newsletter, ERD success stories and ERD factsheets, including coordinating teams input, drafting and distribution;
• Preparation and writing of ERD contributions to IRC's internal newsletters;
• Updating and writing of information presented on ERD's RescueNet site (IRC's internal website) as well IRC's external website;

(B) Manage the daily administrative work flow in the Economic Recovery and Development Unit (ERD) through providing administrative and logistical support to the ERD team and its consultants (30%);

• Planning and organisation of ERD trainings, conferences, meetings or other events;
• Booking of travel arrangements for ERD staff;
• Managing the ERD consultant database;
• Manage and update ERD admin and filing systems, including maintenance of ERD's library; research and filing of the latest documents on issues relating to ERD's programming work; collecting and filing of IRC and ERD internal information to be accessed by the team;
• Contributing to ERD staff recruitment, including overseeing recruitment process and contracts in collaboration with IRC-UK HR Officer
• Responsible for co-ordinating the team's volunteers or interns;

(C) Under the guidance of the Director of ERD technical unit, manage and administer the Unit's core budget and ERD specific grants (25%);

• Overseeing the unit's unrestricted allocations, including assisting in reviewing and approving allocations, tracking and analyzing expenditures, researching and coordinating inputs for the budgeting process and advising about expenditures
• Contributing the development of new budgets and reforecasts;
• Coordinate the submission of monthly timesheets to relevant departments in London and New York for all staff and consultants and manage the tracking of days worked against projections and days chargeable to the field;

(D) Participate in special projects as requested by the Director of the ERD Technical Unit (10%).

(E) Represent ERD at external meetings as requested (3%).

(F) Provide support to the IRC-UK office as required (2%).

REQUIREMENTS

Essential Requirements

QUALIFICATIONS/ EDUCATION/ KNOWLEDGE
- Bachelor's Degree preferably in a related field, International Affairs, International Economics, Economic Development, etc.
- Proven interest & commitment to humanitarian and development issues.
- Excellent computer skills (Word, Outlook, Excel, database knowledge).

EXPERIENCE
- Organising and maintaining efficient and effective systems.
- Good understanding of budgets and financial monitoring.

SKILLS/ ABILITIES
- Excellent organisational skills and excellent time-management skills.
- Ability to work independently & productively in a fast-paced environment and ability to effectively see projects through from start to finish.
- Proven research, writing and editing skills: the ability to draft and edit reports, memos, and letters.
- Excellent interpersonal and communication skills: the ability to successfully and effectively liaise with a variety of people in a multi-cultural and multi-site environment.
- Fluency in English, both verbal and written is required.
- Ability to work in close collaboration with team members and remote field offices.
- First-class attention to detail. Ability to analyse information.
- Ability to handle pressure and meet tight deadlines.

Desirable Requirements

- Master's degree in related field is an advantage.
- International work experience and or experience working in a multi-cultural environment is highly desirable and a distinct advantage.
- Fluency in French is an asset.
