Established in 1984 in the UK, Islamic Relief is an international NGO seeking to promote sustainable economic and social development by working with local communities through relief and development activities. We aim to help the needy regardless of race, religion or gender.

The main sectors we are involved in are: Education and Vocational Training; Health and Nutrition; Water and Sanitation; Income Generation; Emergency Relief; Disaster Preparedness and Orphans Support. Our core geographical areas of operation are: Albania, Bosnia & Hercegovina, Kosova (Europe), Iraq and Chechnya / Ingushetia (Central Asia), Afghanistan, Bangladesh, India, China and Pakistan (Asia), Gaza Strip (Palestinian Autonomous Area), Egypt, Mali and Sudan (Africa).

Islamic Relief is an NGO in consultative status (category special) with the Economic and Social Council of the United Nations, full members of British Overseas NGOs for Development (BOND), UK Platform of the Liaison Committee of Development NGOs to the European Union and signatories to the "Code of Conduct for The International Red Cross and Red Crescent Movement and NGOs in Disaster Relief ". The majority of our funding is from private donations; however, we also receive support from institutions such as DFID, ECHO, WFP and UNHCR.

Background - Context of Work

IR is under process of establishing field offices in Somalia to respond to both humanitarian and development needs. The intervention areas will be among others education, health, water and sanitation, and capacity building.

Job Purpose

The Programme Manager will be responsible for all aspects of Islamic Relief's programme, including the analysis of problems faced by community, the design, development and implementation of effective programme interventions, and the management and development of staff and resources under the programme.

Key accountabilities

The programme manager will be responsible for:

1.Developing an agreed strategy and operational plans
2.Providing a continuing assessment of the situation and advising on appropriate Islamic Relief interventions.
3.Designing and preparing proposals for programme interventions and seek and/or identify sources of funding for new programmes.
4.Managing all aspects of the programme, including technical support and supervision, and the development of effective monitoring, evaluation and reporting systems.
5.Preparing regular reports on programme activities and the general situation for Islamic Relief and programme donors and quarterly reports as agreed.
6.Representation and liaison with key partners in local government and NGOs, and providing support for appropriate capacity building.
7.Closely monitoring the security situation in the programme area and ensuring that IR security procedures are observed.
8.Ensuring effective management, support and development of all staff (national and international) engaged by Islamic Relief in the programme work.
9.Assume budget holder responsibility for all active projects that s/he is managing and ensure sound financial monitoring and accountability of the projects.
10. Ensuring that the Red Cross Code of Conduct is properly understood by all project staff and fully implemented in the programme area.
11.Maintaining strong links with community leaders, government, NGOs, etc.
. PERSON SPECIFICATION
Essential Desirable
Education/ Experience •Graduate•Graduate degree in social Science or related discipline of IR working themes.• At least 7 years experience of which 3 years in managing Emergency Response Operations with international NGOs. • 5 years Experience of working with various INGOs in developing countries.
• Community development experiences.

• Successful Experience in managing grants and budgets in large emergency operations • Experience of successfully fundraising and dealing with EC, ECHO or DFID
• Broad experience in financial management, including the development and management of budgets and the ability to establish and maintain sound financial controls. • Substantial experience and knowledge of effective financial and budgetary control and grant management
• Substantial experience in staff management (especially managing large teams working in locations of conflict and disaster) and a proven ability to lead and develop a diverse, multidisciplinary and multicultural team.
• A proven track record in proposal development and management of relations with donor institutions
• Sound knowledge of and commitment to participatory approaches to working with communities, and innovative approach to working on these issues with a proven commitment to people empowerment methodologies.
