Description:Reporting to the Humanitarian Programme Manager, the selected person will be the reference and the
representative of the Organisation in the Chupanga Base, Sofala province, coordinating the activities of: post-emergency project (WaSH), emergency preparedness, responding to emergencies when needed supervising hierarchy the DRR project.

Key Responsibilities

-To coordinate a base with different projects: response, preparedness; DRR and post emergency.
-To lead the humanitarian responses in the area under her/ his responsibility.
-To contribute to the development of a humanitarian strategy and an action plan to the area of responsibility that includes LRRD approach, in collaboration with the Emergency Manager and the Regional Coordinator in
Barcelona Headquarters.
-To supervise the administration of Human Resources, Finance and Logistics in the base.
-To represent IO when meeting official agencies in the region, so as to give an efficient response to local authorities at district and provincial level.
-To manage Human Resources for a team of 30 people.
-To provide a continuous follow-up of the humanitarian situation.
-To supervise the programs budgets.
-To supervise the maintenance of infrastructure, equipment and logistical material in the base.
-To guarantee the correct implementation of the security policies of the mission.
-To write regular reports for regular monitoring of projects activities within the humanitarian response in his/her area of intervention.
-To perform and coordinate the report writing for the donors, taking into account their requirements and respecting the time deadlines.
-To coordinate, monitor and coach the local partners and IO team in the project.

Experience and Skills

-A minimum experience of 2 years in a management position in Humanitarian Programmes. Experience in
emergency programmes is indispensable.
-Languages: Proficient in English and Portuguese or Spanish.
-Management and leadership skills, with a special emphasis on Project management and team building.
-Ability to act as part of a multi-cultural and multidisciplinary team
-Ability to represent the Organisation and negotiate in its name.
-Result orientated with organisational capacity
-High flexibility and adaptation to change in complex environments.

Working Conditions

Contract of employment: Contract for 6 months with the possibility of renewal.
Salary: According to the Intermón Oxfam country salary scale.
Social benefits: Medical, life and accident insurance provided by the institution.
Holidays: 28 working days per year (2009).
Working place: Chupanga; Marromeu District; Sofala Province, Mozambique
Start date: 23-30 November 2009
