Description:Concern Worldwide is an Irish-based non-governmental, international, humanitarian organisation dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world's poorest countries.
We are recruiting for a:

Head of Base / Programme Manager in Chad

Job Location: South of Chad, Based in Goré with frequent visits to the refugee camps and the surrounding villages
Contract Length: 1 year
Status: Unaccompanied
Start Date: as soon as possible

Job Purpose:
To assume overall programme management responsibility at Goré as well as having overall responsibility for the management of the base.

Main duties & Responsibilities:
• Ensure effective and timely implementation of the EU funded project to strengthen the food security of CAR refugees and the host populations in Goré.
• Ensure programmes in Goré are in line with humanitarian principles and best practice.
• Guide and coach the local staff in developing their work plans and targets to achieve the project activities and results expected as per the approved project plan and agreements with the donor.
• Represent Concern Chad in Goré to all stakeholders, including the UN, other NGO's and local authorities
• Participate in established coordination mechanisms where appropriate.
• Ensure appropriate project support from logistics, finance, administrative and technical resources, and prepare input for the terms of reference for requests for external support when necessary.
• Guide and provide monitoring of project activities, results and verifiable indicators of achievements and impact.
• Provide regular updates and written monthly reports to the Country Director for monitoring and to be used for donor reports.
• Monitor spending and manage the approved project budget.
• Provide input for future programme planning, evaluations, and future proposals.
• Overall responsibility for security management in Goré and to ensure project staff and visitors comply with standard operating procedures.
• Monitor refugee movements in southern Chad and be willing to respond to any new humanitarian crisis where appropriate.
• Flexibility and willingness to respond to emergencies if appropriate.
• Ensure compliance with Concern P4 policy and report any violations.

Person specification:

Essential
• Degree in development or social studies or related/relevant discipline
• 3 years overseas experience in managing livelihoods/LRRD projects.
• Experience in staff capacity development.
• Experience managing large programme budgets.
• Experience in representation and networking.
• Ability to communicate effectively in French and English.
• Strong diplomatic and representational skills.
• Ability to work under pressure to meet tight deadlines.
• Sense of humour and flexibility.
• Able to use initiative and work with limited supervision according to agreed priorities

Desirable
• Qualification in agronomy or related discipline
• Experience in emergency response in insecure environments.
• Previous experience in Concern and francophone Africa.
