Description:Reporting to the Country Manager for Intermon Oxfam in Mozambique and to the Humanitarian Action
Coordination in Barcelona Headquarters, the selected person will be responsible for managing the Humanitarian Action Programme in the country.

Key Responsibilities

-Design and formulate, along with the country management, the development of the Humanitarian Action strategy, as well as the preparation, mitigation and response plan of Intermon Oxfam itself and as part of Oxfam International.
-Design, implement and maintain the efficient planning, management, assessment and formulation of the programme.
-Guarantee the definition and implementation of an efficient system of monitoring and evaluation for the different humanitarian initiatives directly executed or through local partners.
-Define and coordinate a capacity building plan for IO staff and partners in Mozambique, in coherence with the general Intermon Oxfam (IO) programme for strengthening humanitarian capacity of the country team in IO.
-Coordinate a humanitarian response in case of crisis, with support of Intermón Oxfam Humanitarian Department in Barcelona HQ.
-Provide detailed and updated analysis of the humanitarian context in Mozambique and changes in the situation through the gathering of information and coordination with other humanitarian stakeholders.
-Participate and coordinate the work together with other Oxfams.
-Manage staff, financial and logistical resources.
-Control and guarantee the compliance with the co-founders# requirements.
-Assure and control the quality of narrative and financial local and donor reports.
-Represent the organisation in different forums, local and other external actors on Humanitarian Matters.

Experience and Skills

-University degree, preferably in topics related to humanitarian assistance.
-Three years experience in a similar position, two of which in a position of management.
-Working experience with local counterparts, local and/or international NGO, etc.
-Experience and knowledge of formulation, following-up and evaluation of cooperation projects and Humanitarian Action programmes with vulnerable communities.
-Proven knowledge of the socio-political context of Mozambique, or eventually Eastern and South African context, will be advantageous.
-Team working and multicultural team coordination experience.
-Proven ability to run proposals with a result orientated approach and decision making.
-Ability to work under pressure.
-Knowledge and attention to gender aspect within humanitarian programmes.
-Planning, management and organisation skills.
-Proficiency in writing and speaking in both English and Portuguese (we also accept candidates with fluent Spanish instead of Portuguese).
-Computer skills (MS Office, Internet, E-mail).
-Driving licence, availability to travel and willing to work in isolated environments.

Working Conditions

Contract of employment: 1 year contract (renewable).
Salary: According to the Intermón Oxfam's country salary scale.
Social benefits: Medical, life and accident insurance and children benefit.
Holidays: According to the IO working calendar
Working place: Maputo (40% time travel to the projects)
