Merlin International Profile Merlin specialises in health, saving lives in times of crisis and helping to rebuild shattered health services. Each year, Merlin helps more than 15 million people in up to 20 countries. Context and Background The goal of the Sudan mission is to address humanitarian and health crises within Sudan, with particular focus on Darfur (Western Sudan) while increasing capacity of local structures to deliver effective and quality primary health care services. Over two million people are now thought to have been displaced since the commencement of hostilities in the Darfur region, many of whom continue to be in acute need of emergency assistance. These needs are further exacerbated by seasonal rains & food shortages due to interruptions of agricultural cycles. Developments at the peace process level may initiate population returns in certain areas, while other areas continue to experience displacement. Merlin has been working in Darfur since late 2004, and currently runs 4 projects across South Darfur. Merlin's primary health care interventions provide quality services through both static and outreach mobile clinic services. Activities increase community-level access to health care by establishing static primary health clinics in former mobile clinic locations, and starting new mobile sites where population movements indicate severe need. The programme will also extend health education: Merlin believes that preventive health care has significant impacts on health status. This is embedded in a context where Merlin collaborates closely with Sudan's Ministry of Health and other government agencies for material and human resource support for projects. The focus for 2009/2010 will be the continuation of the primary health care provision within the areas we're already supporting and nutritional support on a CTC basis in the project areas. Main purpose of the role The Programme Assistant works in Merlin's Khartoum office which is a management and support office for four field-site projects and one field - site support office in South Darfur. The office handles the financial and reporting aspects of a multi-million dollar grant portfolio, the HR and administrative requirements for the expatriates and national staff, all national and international purchasing, and in-country transportation of staff and material between the Khartoum office and field sites. Responsibilities This post provides administrative support to the Country Management Team (CMT) and acts as an HR function to the international team. Programme Functions Maintain donor report tracking system and ensure that reports are started on time in the field and followed through the review process for timely submission. Compile and edit internal reports and ensure that they are submitted on time. Support as required the CMT in compiling, editing and finalizing donor reports and proposals. Assist the field sites in maintaining effective and efficient administrative procedures in line with Merlin's Administration procedures. Human Resource Management Supervise national staff in the Khartoum HR/Administration department. Ensure up to date HR records are maintained for all international staff. Track international staff contracts, holidays, R&R and staff movement. Capacity Building of local staff. Track appraisal process and ensure that appraisals are carried out in a timely manner Oversee the administrative needs of expatriate staff including flight bookings, obtaining legal documentation, leave allocation and payments. Administrative Functions Prepare, minute and follow on team meetings including dissemination to relevant parties of action points and decisions. Ensure efficient administrative systems are in place and functioning in Khartoum office. Act as focal point for publicity and internal communications requests from Merlin London and create publicity materials with the assistance of field staff. Facilitate the implementation of in-country training sessions. Representation On request, represent Merlin and its activities to key stakeholders (community, authorities, donors other NGOs). Other Provide coverage for other posts when needed and carry out any other responsibilities as requested by the Country Director / Deputy Country Director.
