| Description: | To represent and provide overall leadership to World Vision programs in Pakistan and to develop new initiatives that are part of a well established strategy.
To ensuring that the strategy and vision are clear, that staff are well integrated into engaged and high performance teams, and the organisation is functioning effectively in order to fulfill its mission and achieve its goals. Strategic Leadership * To lead the development and implementation of WV Pakistan strategy, ensuring it is appropriate in the local context and is aligned with WV Partnership approaches * To provide a focused vision for the whole organisation, motivating all staff to work together towards shared and common goals * To support each member of the SMT in the development of their own team strategy, ensuring good integration and cooperation * Through effective relationships and networking, to anticipate strategic opportunities and threats to the organisation, and prepare the organisation to respond appropriately. * To forge strong relationships with peers in the WV Partnership, contributing to strategic forums and translating strategic insights into appropriate local planning. * To lead the team through a flexible strategy based on different areas in Pakistan. Program Management and Evaluation * To lead courageously in a complex environment, demonstrating tenacity and perseverance and a high level of self efficacy in overcoming potential hurdles * To oversee country or program strategy development and program implementation. * To oversee operational and management plans. * To maintain quality through compliance with World Vision and international relief standards. * To provide overall management for a USD 48 million program spread over 3 years. * To ensure that projects are designed and funded in line with country strategy and that a long term sustainable program is established. Representation * To represent World Vision to government officials, project partners, churches, NGOs, media and donors. * To develop/maintain relationships with government officials, partners, churches, NGOs, media and donors. * To build and maintain key relationships within the Partnership to ensure commitment to future program strategies. Key Internal Relationships * To build and strengthen relationships with National Directors in other National Offices in the region, providing mutual support and encouragement. * To ensure WV Pakistan plays an effective role in cooperating with Support Offices and the Regional Office, and is able to obtain the needed support and resources from them. * To ensure that appropriate channels are available to ensure the collective voice of the staff in WV Pakistan is heard, listened to, and incorporated Advocacy and Communication * To create awareness of World Vision program both within and outside World Vision. * To promote World Vision thinking on relevant issues. * To support the Advocacy, Peace Building and Communications team in ensuring that WV Pakistan is well represented in the media Financial Management *To provide overall strategic leadership and initiative for accessing resources. * To oversee budget preparation and on-going budget management. * To establish/maintain financial procedures and recording mechanisms. Senior Management Leadership * To select, coach, develop, and manage a strong SMT building culture of empowerment, high performance, open transparency and mutual support. * To coordinate, manage and maintain integrity of the Senior Management Team. * To build the capacity of each SMT member in effectively managing their own teams * To foster positive team environment. * To ensure that development of expatriate and national staff grow in all aspects of the Core Capabilities Policy. Human Resource Management * To provide overall strategic leadership to staff recruitment, retention, capacity building and orientation. * To carry out periodic performance reviews. Spiritual Leadership * Exhibit spiritual maturity, integrity and a dynamic personal sense of life calling. * Understand and model a biblical view of leadership. * Influence staff towards a shared World Vision mission. * Admonish staff when correction is required. * Attend and participate in spiritual nurture meetings Interfaith Knowledge * Ability to distinguish between what is cultural and what is religions in Pakistan. * Understand how to work within an honour shame society and have a good understand and respect for Islam. REQUIRED: Technical * Qualified to Masters level in a development or management related field * At least 3 years of World Vision senior management experience in developing countries. * 5 years experience in NGO work * Substantial development and humanitarian field experience at a senior managerial level * Demonstrated innovative and courageous leadership, being at the forefront of new ideas and approaches * Sound understanding of development, humanitarian and advocacy fields, whilst not needing to master the details. * Strong understanding of advocacy and campaigns, and the tension of integrating them with development and humanitarian priorities * Donor grant experience with USAID, CIDA, DIFID, AusAid, and EU. Organisational * Strong strategic thinker with proven ability to translate strategy into effective implementation * Able to manage change effectively including organisational culture change * A quick and willing learner, asking the right questions of the right people & easily accessing sources of knowledge * Able to develop the organisation to be empowered, focused, and constantly learning * Political and organisational savvy * A sound understanding of the local context, politics, complexities and sensitivities Interpersonal * An attitude of humility and integrity * An effective communicator, speaking, listening and facilitating as appropriate * Articulate, with a serious presence in high profile settings, willing to speak out on justice issues appropriately * Able to influence at the most senior levels with sensitivity * Cross-cultural sensitivity, flexible world view, emotional maturity and physical stamina * Flexible, with broad shoulders, a balanced view, and a realistic view of what can be achieved and how quickly. * Ability to exhibit exemplary lifestyle as interpreted in specific culture context * Maturity in leading, coaching, building strong culturally diverse SMT. People Management * A leader with vision who is able to inspire and motivate others to a shared vision. * Approachable, accessible, flexible, listening, open, transparent personal style * A participative leadership style, enabling consultation and input, but able to give clear direction not laissez-faire. * Trusts and empowers others and celebrating successes. * Ability to effectively lead and build a team. * Natural social desire to reach out within the community and form relationships. * Exercises consistently good judgement in the selection of staff * Prioritises the development of own team, seeking their professional and personal growth * Sets high performance standards, gives feedback, and addresses performance issues * Ability to maintain performance expectations in diverse cultural context, psychologically stressful environments and physical hardship conditions with limited resources * Facilitative style bringing integration and consensus around a common strategy Other * Excellent English communication skills. * A strong national and international network of peers in the development field, ideally both within WV and within other agencies * Agreement with World Vision's Christian ethos. PREFERRED: * World Vision experience. Strong networking within the partnership.
