The Competitive Bids, Information and Cost Support (CBICS) Unit at CARE USA is seeking a full time Recruitment Specialist. This position will be based in Washington, DC and will report to the Deputy Director of the CBICS unit. The position may require minimal international or domestic travel for training purposes and for general support in proposal development. The anticipated start date is November 30, 2009. The position’s overall purpose is to provide a specialized function for the Competitive Bids, Information and Cost Support (CBICS) Unit in response to competitive solicitations, particularly with the submission of proposals to the US Government. Primary responsibilities will include providing substantive guidance and support in the recruitment of international staff by quickly identifying and interviewing prospective staff for to be proposed on competitive bids - reference checks, salary negotiations, and rewriting of CVs as necessary - working in close collaboration with team members from the country offices and technical units. The Recruitment Specialist will also assist with locating consultants for proposal development and will provide general proposal development assistance as needed. This position will involve 50-70% recruitment, with additional time spent on other proposal development functions, including proposal writing, editing, database management, etc. II. JOB RESPONSIBILITIES Specific duties required include: Working as a team member during the competitive bidding process, assisting or leading in the recruitment of key and non-key staff positions. Being proactive, thinking strategically, and networking early in search of stellar candidates for upcoming bids. This may include: attending recruitment fairs, “cold” sourcing through the internet, calling other organizations, placing of advertisements, liaising with Program and HR staff (to determine names and sources) and discussions with technical teams as well as with broader CARE international staff.. Review all resumes and forward appropriate ones to the hiring manager. Inform hiring managers of the competitive bids recruitment protocol and maintain regular communications throughout the recruitment process. Negotiate salary and check references Provide general assistance on proposal development, including the drafting of certain sections of the bid - such as the management plan, staffing matrix, organizational structure, etc. - and ensuring all required recruitment -related documentation is completed in a timely manner. Search and locate consultants for proposal development by working closely with technical units, country office/regional staff and broader CARE International members. Maintain database of potential recruits and proposal writers and ensure recruitment systems and processes are updated and relevant. Proposal writing, editing, etc. Other duties include the following: Draft/rewrite job descriptions and ensure positions are graded appropriately. Lead the collection of short-term TA resumes and/or the development of the short term TA matrix. Draft/rewrite resumes for specific bids. Draft letters of intent and commitment as needed and collect along with bio-data and drug certification form. Contribute to the newsletter and other capacity building efforts such as training sessions and printed material development. Bachelor’s degree in Human Resources, International Development, or related field. Minimum of 2 (ideally 3-5) years of relevant experience in recruitment. Prior experience with the USG competitive bidding process. IV.
