Description:CARE West Bank and Gaza has provided emergency humanitarian assistance to Palestinians in the West Bank and Gaza since 2001. In response to a sharp increase in humanitarian needs inherent to the protracted crisis in the oPt, CARE maintains a scaled up humanitarian operation in the oPt.
The Emergency Humanitarian Program Coordinator (PHPC) will have responsibility for coordinating and supporting ECHO funded emergency humanitarian interventions in the food security, water and sanitation, and health sector and security in the West Bank and Gaza. The PHPC will have strong skills and experience of managing projects funded by donors including ECHO. S/he will have prior experience and an excellent understanding of donor's rules and regulations. The position will play a key role in coordinating assistance with other implementing agencies, and donors. The PHPC is expected to support field staff, guiding monitoring and evaluation processes, preparing reports and coordinating with partners and other agencies are key components of this 12 month position.
The PHPC will ensure that linkages between CARE's ECHO funded humanitarian program and the country office's other emergency interventions are strong and effective and consistent with the Country Office Strategy. The PHPC will report to CARE's Assistant Country Director for programs and will coordinate activities directly with sector coordinators and/or project managers as appropriate.

Required Qualifications:

· Post graduate degree in social sciences, arts or in a humanitarian assistance related field or an equivalent mix of education and experience
· 3-5 years experience working in international relief in conflict/post conflict settings
· At least 1 year experience working on ECHO programs
· Excellent English language writing and speaking skills
· Strong project coordination skills - including understanding of the project management cycle, budgeting, M&E, and work plans
· Ability to work concisely and clearly to tight timelines
· Strong problem solving skills
· Strong interpersonal skills
· Coaching and mentoring skills

Desired Qualifications:

· Degree or diploma in development related fields such as sociology, anthropology, economics, political science, health, environment/water, or agriculture
· At least 1 year experience in working in the oPt or region
· French, German language skills and basic understanding of Arabic
