| Description: | Context of the study
Since 2005, MDM has been working as a technical support to Social Welfare Department, Government of Punjab, in improving the range and quality of services in Dar-ul-Amans, public shelter homes for women victims of violence and their children. The present "Healing the wounds of Domestic Violence in Punjab" program runs from December 2007 until November 2010.
The program's overall objective is to contribute to improve physical and mental health of women victims of domestic violence and their children in Punjab (Pakistan) over 3 years. Its specific objectives are as follows:
- To support the Social Welfare Department, Government of Punjab in improving the range and quality of services available for women and children living in the 35 DUA of Punjab - To strengthen operational capacity of local civil society and institutions regarding DUA management and residents integration The main stake of the program at present time is to ensure the sustainability of the provision of medical, legal and psychological services in Dar-ul-Amans. Indeed such services are currently delivered by both volunteers and MDM field officers. For 2010, Social Welfare Department is not recruiting service providers on those disciplines, contrarily to what had been planned so far. Evaluation purpose and users of the evaluation On donors' requirement, a mid-term external evaluation was scheduled in the initial EuropeAid project proposal in order to assess the achievement of results and overall impact of the programme towards the defined objectives. A request for an extension of the program will be formulated early 2010 so as to ensure a proper process and timing for the completion of MDM objectives and sustainable handover of the program. If accepted by major donor EuropeAid, this request could allow one to two additional years of activities and support to 34-36 shelter homes for women victims of violence. Yet the issue on how services in DUAs will reach sustainability has not been resolved. The evaluation will provide donors and MdM board and coordinators to have an accurate follow-up of the on-going project. In case of recommendations, MdM coordinator and MdM desk-officer in charge of the project in Pakistan will be responsible for their implementation. Object and scope of the external study The study will focus on the partnership relation between MDM and main stakeholders, in particular Social Welfare Department and civil society organizations. The external study will assess the accuracy, effectiveness and coherence of MDM actions so far in terms of alliance-building and networking. It will also help, through its recommendations, to define how MDM can improve its technical support to Dar-ul-Amans and Social Welfare Department but also its capacity to involve civil society to reach sustainability. Improving the care of women victims of violence requires working on the access, coordination and quality of services, but also on the perceptions of the actors and victims themselves. The external study will help MdM programme to gather information on perceptions of violence and attitudes toward it, among residents of DUA, as well as among services providers. Thus, the study should allow estimating, in the long term, the impact of the activities on the representations and behaviors. For that purpose, Social Welfare Department will be involved at all stages of this external study, from defining the terms of reference to commenting the recommendations formulated to MDM. Professional associations and volunteers as civil society partners will also be implicated. It has to be clear nonetheless that this study is not an assessment or evaluation of SWD. Its scope concentrates exclusively on MDM and its role in strengthening a network, providing technical support, building capacities in governmental institutions and civil society bodies. Taking place during the implementation of the program, this study is rather considered an accompaniment / external support in assessing the results of collaboration and improving its future stance and its capacities to generate sustainable provision of services in Dar-ul-Amans. Objectives of the evaluation: 1. Assess the quality of services (medical, psychological, legal) the residents receive in DUA o Assess the volume of services delivered to residents o Assess the coherence of the care provided by several professionals (DUA officers, MDM staff, volunteers) to women and children living in DUA o Highlight some effects of MDM capacity-strengthening and networking intervention on DUA residents' well being o Estimate the level of satisfaction of residents during their stay in DUA 2. Assess the accuracy and effectiveness of MDM's support to both public and non-governmental institutions and actors in setting up a comprehensive, coherent, sustainable care to women victims of violence and their children living in DUAs o Appreciate the accuracy and effectiveness of MDM's support to Social Welfare Department and DUA staff o Evaluate the coherence of the networking system under construction between Dar-ul-Amans and professional volunteers and associations o Contemplate what are the main strengths, weaknesses, opportunities and constraints for MDM to achieve sustainability of the provision of services in DUAs and propose recommendations for that purpose 3. Assess the perceptions of Gender Based Violence among the residents of DUA and the various actors involved in provision of services. o Evaluate the perception by the residents themselves of their own status as regards to violence (in distress, victims or not, survivors...) o Evaluate the perception of the residents by the various actors involved in provision of services (SWD, DUA, MDM and volunteers). Expectations over the external study: o An in-depth analysis highlights the strengths and weaknesses of MDM in building capacities in SWD institutions and involving civil society in the provision of services for women victims of violence and their children in Dar-ul-Amans o Recommendations are formulated so MDM can improve its support and empowerment practices and methodologies, with a particular focus on the issue of sustainability, as far as SWD and civil society's involvement are concerned o A better understanding of the perception of gender Based Violence and victims of Gender Based Violence by actors involved in provision of services should allow estimating, in the long term, the perception and behavior changes. Methodology In terms of methodology, this external study should be considered as an accompaniment for MDM to increase its understanding and self-knowledge and improve the quality of its intervention. What's more, it should be aimed at facilitating ownership of the recommendations and changes at all levels. For those reasons, its methodology should: o be highly participative, meaning involving actively main actors of the program, i.e. MDM team, SWD officers and Dar-ul-Amans staff, professional bodies, volunteers, NGOs working on violence against women, women victims of violence living in DUA... o pay particular attention on socio-cultural determinants that underlie the program The study will be conducted through: o Individual interviews with resource persons and beneficiaries o Visits of Dar-ul-Amans and other accurate settings o Focus groups in community and Dar-ul-Amans Budget and practical elements The cost of this external evaluation had been planned in the 3-years programme currently conducted by MdM in Pakistan. These costs are undertaken on the project budget itself (UE/MAAIONG) Duration of the study: 2 months starting in February, including 5 weeks in field visits, meetings, observation... in Pakistan Profile: o Degree in sociology (organizational sociology preferred) o Significant experience in/knowledge of quantitative and qualitative research methodologies/ evaluation and monitoring o Thorough Knowledge and understanding of gender based violence and women' rights issues o International experience in humanitarian and development programs required o Good understanding of the region and the context o Pakistan experience a significant plus o Capacity to work in a volatile security context (with strict respect of security rules) o Experience of work in a Muslim country is appreciable o Fully and completely fluent in English (oral/written) Modalities for application submitting: Interested candidates should send their documents by February 07th 2010 to anais.cosco@medecinsdumonde.net Submission will comprise: - A description of the methodology they suggest to use for this evaluation (methodological note) - Calendar - A budget - A CV with three references |
