Support the Country Director, in the effective planning, implementation, monitoring and management of the Medair DR Congo programme. Line manage the support management personnel in DR Congo i.e. Finance Managers, Logistics Coordinator, Procurement Manager / IT and HR / Admin Manager and Isiro Base Manager. Manage all aspects of the implementation and development of the Medair MDG programme. Provision of accurate information on the financial status of the project(s) by carrying out various accounting functions and ensuring accurate financial management. Support to DCD and field in all aspects of financial management. Effectively communicate financial reporting at field and HQ level. Organise and further develop the financial processes required for projects to function effectively. Manage & train local finance office staff. To manage the Cadale health programme in partnership with SAACID. To manage the health programme in Burao in partnership with a local NGO. To provide technical support to national medical staff for the implementation of high-quality care in all projects. To manage the necessary drugs and equipment for both projects. To anticipate, plan, and share in the development of new health project proposals in collaboration with SAACID and other partners. To report on the evaluation and mitigation of risk to Medair through the following activities: Planning and executing various financial, administrative, IT, quality and operational audits in accordance with accepted professional standards; Monitoring adherence to applicable donor regulations and statutory requirements through the audit process; Evaluating the effectiveness of and compliance to organisational policies, procedures and control methods; Assisting the Management Team and International Board to monitor and evaluate organisational risks and to develop contingency plans on how to mitigate these risks. Overall coordination of and responsibility for the management of Medair’s West Darfur water and sanitation project with other NGOs and UN agencies. Support to, and supervision and training of WatSan staff. Lead the transition of the WatSan programming from ‘out-puts and activities’ to “impact” through monitoring, evaluation, and appropriate humanitarian accountability partnership (HAP) activities. Develop high quality WatSan proposals. Contribute to the overall project coordination in the core management team. To enhance Medair’s emergency response capacity. To set-up new programmes in response to an emergency or to support existing Medair country programmes in their emergency response capacity. To enhance Medair’s security management. Provide operational support in order to enhance Medair Sudan (Northern States)’s programme activities and contribute to the achievement of objectives. To support the smooth functioning of the Southern Kordofan programme, by appropriate overall management of the Logistics Department and Administration/Finance Department. %method> |
